The Party Committee of the Ministry of Education and Training has recently sent a document to the Standing Committee of the Provincial Party Committees of provinces and cities regarding the reorganization of preschool, primary, secondary, and continuing education institutions.
The document states that, after reviewing the situation regarding the restructuring of the educational institution network in several localities, it has been observed that many provinces and cities have proactively and decisively implemented the policy of streamlining the public educational institution network in a systematic, scientific , cautious, democratic, open, and transparent manner.
However, in some areas, the implementation still faces limitations and potential risks that could affect the organization of teaching and learning, and ensure educational welfare, especially in disadvantaged areas and densely populated urban areas.

To ensure system stability, strictly implement the Central Committee's directives and comply with current regulations, the Standing Committee of the Party Committee of the Ministry of Education and Training requests the Standing Committees of the Provincial Party Committees to focus on directing the implementation of the Central Steering Committee's directive in Plan No. 130 on the restructuring of public non-business units in the education sector: "basically maintain existing public high schools, junior high schools, primary schools, multi-level schools and kindergens; only propose restructuring or adjustments when absolutely necessary, in a way that is convenient and serves the needs of the people and students."
The Standing Committee of the Party Committee of the Ministry of Education and Training requests the Standing Committees of the Provincial Party Committees to direct the review and rearrangement of scattered school locations according to a suitable roadmap, focusing on forming, maintaining, and developing boarding and semi-boarding school models for ethnic minority students in commune centers or inter-commune areas; prioritizing ensuring safe travel conditions, reasonable distances, and avoiding increased costs and risks for students, especially in disadvantaged areas, border regions, and islands.
The Standing Committee of the Party Committee of the Ministry of Education and Training also requested the Standing Committees of the Provincial Party Committees to direct a comprehensive assessment of the restructuring options to develop a suitable implementation roadmap or adjustment plan, ensuring feasibility, stability, and avoiding disruption to teaching and learning activities; and to temporarily suspend implementation for public educational institutions that exceed the scale or do not meet the minimum requirements until a full impact assessment is completed.
The arrangement must comply with regulations regarding school and class sizes; teacher staffing and staffing levels; facilities, land availability, population density, and geographical conditions; and absolutely must not affect students' right to education.
The Standing Committee of the Party Committee of the Ministry of Education and Training requests the Standing Committees of the Provincial Party Committees of the localities to pay attention to directing the review and completion of the plan according to the above contents and inform the Ministry of Education and Training of the results before December 1, 2025.
