Trung Luong - My Thuan Expressway toll increase from November 1

Afternoon October 30th Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) has just announced the following information. Submitted to the Ho Chi Minh City Stock Exchange regarding the increase in road usage fees for the Trung Luong – My Thuan BOT expressway project, phase 1.

The project investor stated that, based on Decision No. 1069/QD-UBND dated October 10, 2025, of the People's Committee of Dong Thap province, the road usage service fees for the Trung Luong - My Thuan expressway construction project, phase 1, under the BOT contract form (phased investment phase), will be adjusted upwards from November 1, 2025.

According to the new price list, the toll fees on the Trung Luong – My Thuan expressway (excluding value-added tax) will increase across all five vehicle categories. This adjustment ranges from nearly 8% to 15%, with an average increase of approximately 10.8% for the entire route.

Specifically, Group 1, comprising vehicles with fewer than 12 seats, trucks under 2 tons, and public passenger buses, saw the sharpest increase, rising from 1,818 VND to 2,091 VND per kilometer, equivalent to approximately 15%. Group 2, including vehicles with 12 to 30 seats and trucks from 2 tons to under 4 tons, also saw a corresponding 15% increase, from 2,727 VND to 3,136 VND per kilometer.

Meanwhile, group 3, which includes vehicles with 31 seats or more and trucks weighing from 4 to under 10 tons, saw a slightly smaller increase of about 8%, from 3,182 VND to 3,436 VND/km.

The two larger vehicle groups also saw similar increases. Group 4: Trucks from 10 to under 18 tons and containers under 40 feet increased by 7.99%, from 4,091 VND to 4,418 VND/km.

Group 5, comprising trucks weighing 18 tons or more and containers 40 feet or larger, saw an increase of approximately 8%, from 5,909 VND to 6,382 VND per kilometer.

The investor considers this adjustment necessary to ensure the financial viability of the BOT project, as maintenance, operating, and return on investment costs are all increasing. With the growing traffic volume, the new toll rates are expected to boost revenue by approximately 130 billion VND per year, while also contributing to maintaining the quality of operation of the key expressway connecting Ho Chi Minh City with the Mekong Delta provinces.

The Trung Luong – My Thuan expressway, part of the Eastern North-South expressway system (code CT.01), is a key transportation route in the Mekong Delta region.

The expressway is designed with 4 lanes, a roadbed width of 17 m, a road surface width of 16 m, and a maximum speed of 90 km/h (upgraded from 80 km/h since November 2023). However, the route does not have continuous emergency stopping lanes, but only technical stopping points spaced 4-5 km apart.
