Vinh Long Province has mobilized and assigned 587 cadres and civil servants to 124 communes and wards to reduce workload and improve grassroots management capacity.

On November 22, the People's Committee of Vinh Long province informed about the situation and results of implementing the directives and conclusions of the Politburo and the Secretariat on restructuring the political system and operating the two-level government model.

Accordingly, the province was assigned 10,334 provincial and commune-level civil servant positions, along with more than 53,000 public employees. Currently, the locality has nearly 2,000 provincial-level civil servants, more than 5,000 commune-level civil servants and over 50,000 public employees receiving state salaries.

To effectively operate the two-level model, Vinh Long approved 47 job positions for each commune and ward, including 14 leadership positions, 30 professional positions and 3 support positions.

However, the workload at the commune level is increasing due to receiving additional tasks from the district level, causing many positions to have to be held concurrently, especially in the fields of administration, internal affairs, accounting, land management, construction, information technology and health .

At the same time, commune-level officials and civil servants basically have university degrees or higher, but their majors are not suitable for their job positions, especially in the fields of information technology, planning, construction, architecture, transportation, land, water resources, environment, health, science and technology, and accounting.

To overcome the shortage of personnel, the province has reviewed and increased 587 people to the commune level. Of these, 403 people were mobilized from units, 184 people were added beyond the quota. Up to now, the Department of Home Affairs has mobilized 70 officials from departments and branches to communes and wards according to each specialized field.

In addition, the Department of Home Affairs shall assess the conditions and standards for cases of accepting non-professional workers to work as civil servants according to regulations.

Vinh Long also increased the mobilization of cadres from the provincial and district levels to communes and wards, including a number of key leadership positions, to improve management and operation capacity at the grassroots level, ensuring the smooth and effective operation of the two-level government model.
