Speaking at the opening ceremony, Associate Professor, Dr. Doan Minh Huan - Member of the Party Central Committee, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics emphasized that the revolution in reorganizing and streamlining the organizational apparatus is being implemented synchronously and drastically by the Party and State.
After more than 4 months of operation, the two-level local government apparatus has gradually become organized, clearly promoting efficiency, demonstrating the correctness of the Party's major policies, receiving consensus and support from the people, creating development, transforming the state from a state of centralized management to a state of centralized development creation, serving the people.
The Party Building Committees, the Fatherland Front and socio-political organizations have advised the Standing Committees and Executive Committees of the Party Committees at the commune, ward and special zone levels to focus on leading and directing the comprehensive implementation of Party building work, political system building and socio-economic development; successfully organizing Party Congresses at all levels, organizing the Congresses of the Fatherland Front and socio-political organizations at the commune level; thoroughly grasping and implementing the leadership and direction documents of the higher-level Party Committees; ensuring political security and social order and safety in the communes, wards and special zones.
However, in the work of building the Party and local government at two levels, there are still problems such as: uneven quality of cadres, lack of close connection between Party building and government work, limited effectiveness of state management, confusion and lack of decisiveness in leadership and direction. The majority of cadres and civil servants undertake work in new fields, which are different in scale and professional qualifications. The requirements of the new work are higher in intensity, more diverse and complex in nature than the previous work...
This places new requirements on the team of commune-level cadres and civil servants in terms of knowledge, skills and working attitude, in order to meet the requirements of the volume and nature of work of the commune, ward and special zone governments according to the new model.
Therefore, it is extremely urgent to train and update knowledge and skills for commune, ward and special zone officials to better grasp policies, regulations and guidelines in organizing implementation and resolving difficulties and problems arising from grassroots practices, in order to ensure that Party committees, authorities, the Fatherland Front and political organizations at the grassroots level soon enter into stable, smooth, quality, effective and efficient operations.
Implementing the Notices and Conclusions of the Politburo and the Secretariat, the Ho Chi Minh National Academy of Politics has proactively and actively coordinated with relevant agencies and units to develop training programs, updating knowledge and skills on Party building for cadres at commune, ward and special zone levels to ensure scientific, modern, updated and practical content.
The program is designed with 9 topics in an open structure, focusing on practical situations, discussing and drawing lessons, helping learners promptly update new knowledge on the model of organizing commune-level Party committees; at the same time, equipping commune, ward and special zone Party committee officials with basic issues of Party building work in accordance with new regulations, requiring new thinking and new ways of doing things in the new era.
The Academy has invited leaders of departments, ministries, branches and scientists with deep expertise and rich practical experience to compile and directly present topics to officials of commune, ward and special zone Party committees.
This is the third training course that the Academy has organized in both in-person and online formats nationwide. After each class, the Academy organizes a review and adjusts both the content and presentation methods to organize the training course to achieve the best results.
Associate Professor, Dr. Doan Minh Huan suggested that trainees promote the highest sense of responsibility, overcome difficulties, participate proactively, positively and creatively in lessons and discussions; make the most of every opportunity to exchange knowledge, skills and practical experience with reporters and trainees, and fully grasp the content of the training program.
