The model of a peaceful family lineage in Tủa Chùa district is a shining example in the nationwide movement to protect national security.

One of the fundamental and consistent policies and solutions, the red thread connecting the achievements of the Dien Bien Public Security force throughout its more than 70-year history, is the continued innovation in deploying and strengthening officers and soldiers to grassroots levels, implementing the "three together" approach with the people to maintain security and order, and building a clean and strong Dien Bien Public Security force with the motto "Be close to the people, trust the people, respect the people to be loved, supported, and helped by the people." In order to transform areas with complex security and order issues into less complex or non-complex areas, build models of drug-free border communes; and promote the movement of "All People Protecting National Security" in mountainous, particularly difficult, and ethnic minority areas, the Provincial Public Security Department annually organizes deployments to strengthen officers and soldiers to grassroots levels. Through comprehensive evaluation, the areas where officers and soldiers were deployed have been comprehensively strengthened, from the political system to the development of the "All People Protect National Security" movement; people's awareness of the law and vigilance in crime prevention have been enhanced; and through this, each police officer and soldier has been trained, cultivated, and matured.

Thanks to sound policies and innovative organizational measures, the movement to strengthen the deployment of officers and soldiers to the grassroots level and implement the "three together" principle with the people by the Dien Bien Public Security force over the past 20 years has achieved tremendous results, truly creating a remarkable transformation in all aspects of work, firmly protecting national security and ensuring social order and safety. Notably, they have proactively prevented, thwarted, and neutralized the activities of various groups in inciting unrest, gathering, and causing disturbances, dismantling and repelling bandit activities, attempts to establish a "Mong Kingdom," and activities exploiting religion to undermine national unity in the area. A clear example of the transformation in security and order in the area is that, thanks to public denunciations, from 2010 to the present, the provincial police force has successfully investigated 2,430 cases involving 2,939 suspects, seizing: 508.12 kg of heroin, 126.25 kg of opium, nearly 8 million synthetic drug pills, 92 military weapons, 35 cars, 15 kg of gold, 135,000 USD, and over 12 billion VND... Focus has been placed on directing the development and replication of advanced models and exemplary cases in the "All People Protect National Security" movement. They have advised on the establishment and consolidation of nearly 2,000 people's security teams, security and order cooperation clusters, thousands of rapid response teams, self-governing clubs for security and order, crime prevention, and social vice prevention, 62 peaceful family clans, and 1,560 mediation teams...

Recognizing that building a positive image of the people's police force in the hearts of the people is a key and continuous task in building a clean and strong force, the Dien Bien Provincial Police have implemented many meaningful and humane programs, activities, and movements over the years, such as: launching the movement "People's Police strictly abide by regulations, build a cultured lifestyle, and serve the people," "Studying and implementing the Six Teachings of Uncle Ho for the People's Police," regularly organizing activities to report achievements, return to the source, express gratitude, build houses of compassion for policy beneficiary families, and raise funds to support people affected by natural disasters, difficulties, and remote areas... With the motto "State support - People build houses" and the principle "Community assistance, households build houses," over the past three years, the Dien Bien Provincial Police have mobilized thousands of officers and soldiers to the communes and villages of Muong Nha, Nam Po, and Dien Bien districts. Bien Dong coordinated with relevant units to build, repair, and hand over 2,800 houses to people in difficult circumstances.

Politically sound, legally proficient, professionally skilled, impartial, courageous, disciplined, and responsible—with the study and application of President Ho Chi Minh's six teachings considered a mandatory requirement and guiding principle for each officer and soldier to "self-reflect," "self-correct," and "self-identify"—this forms the foundation for building the qualities of a revolutionary police officer who is absolutely loyal to the Party and the Fatherland; cultivating virtue and honing talent so that each officer and soldier is dedicated and wholeheartedly serves the people. This is a great responsibility, but also a source of pride, honor, and the most sacred thing for every officer and soldier of the Dien Bien Police.
