Knowing wrong but still violating
7:30 am June 4 - rush hour, Khuat Duy Tien street, Thanh Xuan district, Hanoi is packed with vehicles. Everyone is rushing to join the traffic flow. However, an unpleasant image is that many people ride motorbikes from the roadway to the sidewalk to move faster. For that reason, many sections of Khuat Duy Tien street's sidewalk are chopped up, and the pavement tiles are broken and jagged.
Because she was in a hurry to get to work, and it was rush hour, so the traffic was slow, Ms. Hoang Thi Thoa, born in 2001, residing in Ha Nam province, rode her motorbike onto the sidewalk. However, this violation was recorded by the Traffic Police force of Traffic Police Team No. 7, Traffic Police Department with a handheld mobile camera. When asked to stop the vehicle, explain and show the image of her violation, Ms. Thoa sadly said: "I know the sidewalk is for pedestrians, riding a motorbike onto the sidewalk is a violation of traffic regulations, but because I was in a hurry, the road was congested, so I had to ride my motorbike onto the sidewalk to speed up."
Most traffic violators promise not to repeat the offense.
The penalty level according to Decree No. 168/2025/ND-CP for the act of riding a motorbike on the sidewalk is from 4-6 million VND, deducting 2 driving license points, making Ms. Thoa clearly aware of the deterrent nature as well as not daring to repeat the offense: "I have also heard the mass media propagate about the penalty levels of Decree No. 168/2025/ND-CP. When I was fined, I realized it and promised that from next time I would not repeat the offense."
Also violating the traffic law by riding on the sidewalk, Ms. Linh, residing in Thanh Xuan district, regretted: “I will never violate traffic laws again. If I want to get to work early, I will wake up a little earlier. I will also remind my relatives and friends to strictly follow traffic laws.”
Among the traffic violators who were fined on the morning of June 4 on Khuat Duy Tien Street, there were many technology motorbike taxi drivers. Working directly at the traffic point on Khuat Duy Tien Street, Lieutenant Colonel Nguyen Viet Anh, Head of the working group, said that technology motorbike taxis in Hanoi are developing very quickly according to people's needs for both travel and transporting goods. However, the traffic violations of these technology drivers are increasing, showing a lack of awareness and traffic culture.
It is not difficult to see motorbike taxi drivers running red lights, going the wrong way, covering their license plates, and riding on the sidewalk. Mr. Le Van Giang, a resident of Thanh Oai district, Hanoi - a motorbike taxi driver who was fined on the morning of June 4, said that because he was in a hurry to pick up a passenger waiting at My Dinh bus station, and the road was crowded, Mr. Giang "drove" his motorbike onto the sidewalk to go faster.
“I didn’t know the fines for traffic violations were so high. Just one fine was enough to take away nearly a month’s worth of my income. From now on, I will raise awareness of traffic regulations and remind people around me about the fines,” Giang promised himself.
In just about 1 hour of duty on Khuat Duy Tien Street, the working group of Traffic Police Team No. 7 fined nearly 20 cases of motorbikes riding on the sidewalk, and sent data and verified the fines for many other cases. Also during this time frame, at the Pham Hung - Ton That Thuyet intersection, Cau Giay District, Hanoi, the working group of Traffic Police Team No. 6 directly handled 21 violations, and made records of fines for 6 other cases; the working group of Traffic Police Team No. 5 discovered and handled nearly 10 violations in the area of Dam Quang Trung Street, Long Bien District... The resolute and convincing approach along with the high fines made the violators clearly aware of their violations and all promised not to repeat the offense.
Raising people's awareness of complying with the law
Speaking to CAND Newspaper reporters, a representative of the Traffic Police Department, Hanoi City Police said that since May 26, the Traffic Police Department has deployed recording of fines by handheld mobile cameras for drivers of cars and motorbikes who intentionally violate traffic laws at more than 20 locations on 8 routes, focusing on rush hours from 6:30 a.m. to 8 a.m. and from 4:30 p.m. to 7 p.m. The recording locations will be changed continuously so that traffic participants cannot avoid them. Recording fines by handheld mobile cameras is aimed at continuing to strictly implement the Law on Road Traffic Order and Safety and Decree No. 168/2025/ND-CP, establishing discipline in compliance with the Traffic Law.
The core force deployed is the Youth Union of the Traffic Police Department, Hanoi City Police. Specialized working groups led by members coordinate with local forces to patrol and record violations at key routes and intersections, especially during rush hours, focusing on handling behaviors that are direct causes of traffic jams and accidents such as: Not obeying traffic signals; driving in the wrong lane or road section; entering prohibited roads, going in the wrong direction; driving on the sidewalk; not wearing a helmet; carrying too many people; using a phone while driving; violations related to license plates... Violation data will be transmitted to the nearest checkpoints to stop the vehicle for handling.
Many motorbikes "climb" onto the sidewalk during rush hour on Khuat Duy Tien Street.
If the vehicle cannot be stopped immediately, the authorities will verify and handle the case in accordance with current regulations. The implementation period lasts until October 14, 2025. This is also a way to realize the highest goal of minimizing damage to people's lives and health; building self-awareness and civility when participating in traffic; gradually forming a modern, disciplined, and humane traffic culture.
Many people expressed their high consensus with the traffic police force recording fines with handheld mobile cameras. Ms. Hoang Thi Thuy, residing in Long Bien district, Hanoi shared: “The traffic police force using handheld mobile cameras to record at intersections will make people more conscious of compliance. Because the use of cameras will contribute to detecting violations accurately and correctly, with a basis for handling them in a transparent and public manner, and violators cannot deny it. If they see the image of their violations, along with the high fine, people will be “convinced” and not dare to re-offend.”
Major Hoang Van Binh, Deputy Head of Traffic Police Team No. 6, Traffic Police Department of Hanoi City Police, recommends that people need to raise their awareness of voluntarily complying with traffic laws, and not endanger the community for personal convenience.
