Public officials at the Hac Thanh Ward Public Administrative Service Center receive and process administrative procedures for organizations and citizens.
As a ward with a large population, before the two-tiered local government model officially came into operation, the Hac Thanh Ward Public Administrative Service Center was selected by the province to conduct drills on specific scenarios for handling administrative procedures for citizens. The drills aimed not only to improve facilities, information technology infrastructure, and personnel plans, but also to help ward officials and civil servants quickly adapt to the requirements of operating the system under the new model.
According to Hoang Dinh Hung, Deputy Director of the Public Administrative Service Center of Hac Thanh Ward: “Changing the local government model from 3 levels to 2 levels represents a strong shift from an administrative management mindset to a service-oriented one. Therefore, when operating a 2-level local government, we determined that we must truly innovate for the people, in accordance with the directives of the Central Government and the province. All officials and civil servants of the Public Administrative Service Center of the ward have proactively studied the new content and procedures for handling administrative procedures, especially the regulations on handling administrative procedures outside of administrative boundaries according to Government Decree No. 118/2025/ND-CP. At the same time, we have arranged and assigned 10 officials and civil servants to work according to their expertise, clearly assigning responsibilities to each person in charge of each field to avoid overlapping or neglecting tasks. In particular, the center has publicly displayed the hotline numbers of the Vice Chairman of the People's Committee of the ward and the Public Administrative Service Center.” "The ward officials, the deputy director of the center, and the heads of departments and divisions are available for citizens to report any issues that may arise. The center has also deployed additional police officers and youth union members to assist in welcoming, guiding, and helping people to resolve administrative procedures as smoothly as possible."
Located in the former administrative center of Thanh Hoa City, the Hac Thanh Ward Public Administrative Service Center boasts spacious and modern facilities. The area for receiving and returning administrative procedure results is divided into separate counters corresponding to each field. The center is also equipped with a comprehensive system of equipment, including automatic queue number machines, computers, printers, scanners, and information technology systems to handle tasks; the waiting area is fully furnished with tables and chairs for organizations and individuals. In addition, the center has installed a camera system to monitor the entire process of communication and work handling between officials and citizens. All administrative procedures within the center's jurisdiction, including fees, charges, and processing times, are publicly displayed, facilitating information for organizations and citizens to prepare documents and fees, while also preventing negative behavior and harassment.

From July 1st, 2025, the National Public Service Portal will become a single "window" providing online public services to citizens and businesses when carrying out administrative procedures electronically. With a synchronously and modernly invested information technology infrastructure, administrative procedures at the Hac Thanh Ward Public Administrative Service Center are basically operating smoothly and efficiently. In just 4 days of operation, the center received 349 applications, of which 287 have been processed and results returned, 62 are being processed within the deadline, and none are overdue. Mr. Bui Duc Linh, a citizen of Quang Phu Ward, shared: "Although it has only recently started operating under the two-tiered local government model, the working atmosphere at the Hac Thanh Ward Public Administrative Service Center is very serious and responsible. The civil servants here provide dedicated guidance, helping me easily understand the process of handling administrative procedures."
Sharing the same sentiment, Ms. Nguyen Thi Dung, a resident of Hac Thanh ward, said: “When I came to register my business, the officials at the center guided me through the online application process on the National Public Service Portal, which was very simple and easy to do. I believe that the new government model will help people resolve administrative procedures faster and more efficiently, meeting people's expectations.”
“Hac Thanh ward is a central and densely populated ward, so the volume of applications received and processed each day is very large. Especially from July 1st, 2025, the Ward Public Administrative Service Center will accept applications regardless of administrative boundaries, so the number of applications received and processed will increase even more. With determination, decisiveness, and commitment, we will strive our best to overcome some initial difficulties and ensure the best possible service for citizens and businesses,” emphasized Hoang Dinh Hung, Deputy Director of the Ward Public Administrative Service Center.
