Of which, central capital accounts for the majority with more than 2,660 billion VND, the rest is counterpart capital from the provincial budget.

The capital is allocated to implement 3 key programs of the national target program, such as: new rural construction, sustainable poverty reduction and socio -economic development in ethnic minority and mountainous areas. Of which, the program for developing ethnic minority and mountainous areas is allocated the most, followed by the program for new rural construction and sustainable poverty reduction.

By the end of August 2025, the overall disbursement rate of the province reached about 30% compared to the assigned capital plan. The New Rural Development Program alone achieved outstanding results with a disbursement rate of over 53%, while the Sustainable Poverty Reduction Program only reached about 14%, the lowest of the three programs. The Ethnic Minority and Mountainous Area Development Program achieved a disbursement rate of over 24%.

Mr. Phan Thanh Tung - Deputy Head of the Office of Coordination for New Rural Development in Gia Lai province said that disbursement progress is a key factor to ensure effective use of capital and implementation of program goals. Therefore, localities in the province are being asked to speed up progress and remove difficulties in project implementation, especially in areas that are still slow.

Through research, after the administrative restructuring, Gia Lai province has 110 communes implementing new rural construction. Of these, 47 communes have met the new rural standards, accounting for 42.7%. However, only 3 communes have met the advanced new rural standards, corresponding to 6.4% of the total number of communes that have met the standards.

According to the latest guidance of the Ministry of Agriculture and Environment in Official Dispatch No. 5485 and the direction of the Gia Lai Provincial People's Committee in Official Dispatch No. 2213, communes need to urgently review and re-evaluate the current status of new rural areas according to current regulations. At the same time, localities need to complete the dossiers requesting recognition of new rural areas or advanced new rural areas according to Decision No. 18/2022/QD-TTg of the Prime Minister and Decree No. 131/2025/ND-CP of the Government. However, up to now, no commune has submitted a dossier requesting re-recognition according to the new regulations.
