Gia Lai calls for lack of teachers, Ministry of Education and Training speaks up

According to information from the Ministry of Education and Training (MOET), the Ministry has just received a petition from voters of Gia Lai province sent before the 4th session of the 15th National Assembly, transferred by the Government Office in Official Dispatch No. 7963/VPCP-QHDP dated November 26, 2022.

Accordingly, voters of Gia Lai province proposed that the Government supplement enough teachers for Gia Lai province to meet the scale of school and class development and the learning needs of students.

In case the Central Government does not supplement enough teachers for the 2022-2023 school year, it is recommended that there be a document allowing localities not to continue streamlining education staff and to be allowed to contract teachers within the prescribed norms, with the cost of paying contract salaries within the scope of the local budget.

Regarding the above information, the Ministry of Education and Training said that, implementing the direction of the Prime Minister, the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to direct localities to review and synthesize data on surplus and shortage of teachers and propose to the Government to supplement preschool and general education teachers according to the roadmap from now until 2026.

Based on the Government's proposal, the Politburo assigned an additional 65,980 teacher positions in the period from 2022 to 2026. In the 2022-2023 school year alone, 27,850 additional preschool and public primary school teacher positions were assigned, of which Gia Lai province was assigned 1,244 teacher positions in the 2022-2023 school year.

In the coming time, localities will continue to review and determine the specific number and structure of teachers lacking in the locality by each level and subject by 2026, report to the Ministry of Education and Training and the Ministry of Home Affairs to supplement the teacher payroll in the total number of additional teacher payrolls by 2026 according to Decision No. 72-QD/TW to ensure a reasonable roadmap and structure, meeting the practical requirements of the locality.

The Ministry of Education and Training also requested the Provincial Delegation of National Assembly Deputies to consult with the Provincial People's Committee to urgently organize teacher recruitment according to the direction of the Ministry of Education and Training.

In addition, the Ministry of Education and Training requested the Provincial National Assembly Delegation to consult with the Provincial People's Committee to focus on promoting the arrangement and reorganization of preschool and general education facilities in conjunction with improving the quality of education, forming multi-level general schools (primary, middle, high schools) suitable to the needs and actual conditions of each locality and specific area; building teachers' public housing to create conditions for teachers to teach in multiple schools, helping teachers feel secure in their work, and solving the problem of local teacher surplus and shortage.

The Ministry also requested Gia Lai province to pilot and promote the autonomous mechanism in preschool and general education institutions.

In particular, priority should be given to teacher staffing in remote areas that are facing many difficulties, or funds should be allocated to sign labor contracts with schools that lack staffing to recruit teachers.
