Currently, the storm with the international name KALMAEGI is active in the East Sea of the Philippines. It is forecast that by November 5, the storm will enter the central East Sea with winds of level 13, gusting to level 16-17, and head towards the Central mainland. The storm circulation combined with cold air can cause very heavy rain, lasting for many days, with a high risk of flash floods, deep inundation, and widespread landslides.
According to the Gia Lai Provincial People's Committee, recent storms, especially the recent storm No. 12, have shown that rainfall has exceeded forecasts, causing serious flooding and great damage to localities. Therefore, the leaders of the Gia Lai Provincial People's Committee require all levels of government, sectors and people to absolutely not be subjective or negligent; must immediately switch from responding according to normal forecasts to a higher level of response. Agencies, units and localities must proactively activate full plans to prevent and combat storms, heavy rains, flash floods and landslides early, from the grassroots level; be ready for situations of rain exceeding forecasts, rapidly rising floods, and not be passive or surprised. Thoroughly implement the "four on-the-spot" motto, proactively deploy early evacuation, and thoroughly evacuate people from dangerous areas to protect people's lives.
Absolutely do not allow human casualties; do not let people return to their old residences when safety is not guaranteed. In particular, pay special attention to proactively stocking enough drinking water, food, and essential food for many days; a sufficient amount of medicine and medical supplies on site to serve people during evacuation or isolation. At the same time, prepare rescue forces, vehicles, and equipment to promptly respond when situations arise.
On the sea route , the Chairman of the Provincial People's Committee directed the Department of Agriculture and Environment, the Provincial Border Guard Command, Quy Nhon Maritime Port Authority, and People's Committees of coastal communes and wards to closely monitor the developments of storms and weather; strictly manage vessels going out to sea; continue to check, count, and grasp the positions of all vessels and vehicles operating at sea, and guide vessels and vehicles still operating at sea to move so as not to enter, exit from dangerous areas or return to safe shelters.
Quy Nhon Maritime Port Authority prepares full means of searching and rescuing sailors and transport ships in the port waters, and manages cargo ships to anchor safely during the storm; to be completed before November 4.
On land , the People's Committees of communes and wards closely monitor storm forecasts, warnings and developments of rain and storms; provide timely and complete information to the people to proactively prevent, respond and minimize damage. Resolutely evacuate people from low-lying areas, along rivers and streams and areas at high risk of landslides, especially high-risk areas such as Ba Hoa mountain area in Quy Nhon Nam ward, Hon Cha mountain in Quy Nhon Bac ward, ... to be completed on November 4.
At the same time, continue to review and promptly detect areas at risk of flash floods, landslides, and deep flooding, especially those affected by construction works such as roads and residential areas that obstruct or block the flow. The Chairman of the Commune People's Committee must take full responsibility if there is human damage due to natural disasters caused by subjectivity and lack of determination in directing and organizing implementation. Organize guards and provide guidance to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, and fast-flowing water. Proactively overcome incidents and ensure smooth traffic on main traffic routes.
Organize tree pruning; reinforce houses, clear blockages, flood drainage, and drainage; complete before November 4. Instruct and support people to reinforce houses, protect property, reinforce cages, and harvest agricultural and aquatic products early with the motto "green house is better than old field" to minimize damage; complete before November 4.
The Provincial Military Command is ready with forces and means for rescue; especially waterway vehicles (fuel and human resources) are ready to mobilize immediately when required.
