In 2025, Van Lang district was assigned to disburse nearly 74 billion VND including capital sources such as: capital according to Resolution 16/2021/NQ-HDND dated September 28, 2021 of the Provincial People's Council on promulgating principles, criteria, and norms for allocating public investment capital from local budget sources for the period 2021 - 2025 in the province; national target program for socio -economic development in ethnic minority and mountainous areas; national target program for new rural construction; rural transport development project.

Mr. Do Minh Tuan, Vice Chairman of Van Lang District People's Committee, said: To speed up the disbursement progress, from the beginning of the year, the District People's Committee has focused on directing departments, investors and related units to regularly review the implementation status of projects in conjunction with inspecting and urging transitional projects and paying capital. For newly started projects, the district urgently completes investment procedures, signs contracts and starts construction to make advances to contractors. When there is volume, the acceptance between the parties will be carried out to refund and continue to disburse the volume exceeding the advance. In addition, the district regularly urges contractors to speed up construction progress to increase the volume as a basis for disbursement.

Van Lang District Investment and Construction Project Management Board is the unit assigned the largest capital by the District People's Committee with 64.47 billion VND, allocated to 107 works and projects. Of which, there are 86 transitional projects and 16 newly started projects. Mr. Chu The Chung, Deputy Director of Van Lang District Project Management Board said: As soon as the project list was available, the unit evaluated and classified the project groups. From there, specialized teams were established to complete investment procedures for the projects. For ongoing projects, the unit regularly monitors the progress and urges contractors to mobilize machinery and human resources to speed up progress. In addition, the unit assigns each officer to coordinate with tax authorities and contractors to quickly settle accounts for completed projects.

Thanks to the above solutions, by mid-May 2025, the disbursement rate of the District Construction Investment Project Management Board had reached 25.7 billion VND, reaching about 40% of the assigned capital plan. Of the 16 projects to be implemented in 2025, the unit has started construction on 5 projects and is organizing contractor selection for the remaining projects. According to the unit's calculations, by the end of June 2025, the disbursement rate will reach 60%.

According to our research, in addition to the investor's solutions, from the beginning of 2025 until now, the People's Committee of Van Lang district has directed relevant units to speed up the site clearance progress for projects so that the projects can be implemented smoothly.

For example, the Khuoi Tooc cement concrete road upgrade project in Hoi Hoan commune has an investment of 1.8 billion VND. To implement the project, the units need to reclaim over 5,000m2 of land to expand the road surface. Of which, there are many areas for growing crops and forestry trees of the people. Mr. Hoang Van Huy, Vice Chairman of Hoi Hoan Commune People's Committee, said: As soon as the project was implemented, the Commune People's Committee, departments and organizations coordinated to propagate so that people understand the project's objectives. At the same time, mobilize people to donate land to have a clean land for the project. Thereby, people agreed very well and 8 households donated over 5,000m2 of agricultural land to implement the project. Thanks to that, by the beginning of the second quarter of 2025, the project was started and is expected to be completed in June 2025 as planned. At the same time, in the coming time, the Commune People's Committee will continue to coordinate with units to carry out the stages of project acceptance and settlement to ensure disbursement progress.

It is known that, to promote the disbursement progress, for projects right after signing the construction contract, the District People's Committee has made advances to the units according to regulations. At the same time, the District People's Committee requires the units to carry out acceptance in parts to make immediate payments, avoiding leaving it until the end of the year to accelerate disbursement.

In addition, the District People's Committee has been and is continuing to implement many solutions such as: regularly directing investors to review and speed up the completion of payment records, sending them to the State Treasury as soon as there is a volume of acceptance, not to let payments accumulate at the end of the year; requesting investors to promptly report and propose to the District People's Committee to direct and transfer capital plans of projects that are unable to disburse to projects in need of capital.

With the disbursement experience of a unit that is always in the top of the province with flexible solutions, as of early May 2025, the disbursement rate of Van Lang district has reached 46% of the capital plan assigned by the province and is the unit with the highest disbursement rate in the province. Specifically: the capital allocated according to Resolution 16/2021/NQ-HDND of the province reached 42%; the capital of the National Target Program on New Rural Construction reached 87%; the capital of the rural transport project reached 94%... At the same time, the district continues to closely follow the established disbursement plan, striving to reach over 60% by the end of June 2025 according to the direction of the Provincial People's Committee.
