The Ho Chi Minh City Department of Health requires the unit director to be responsible for the results of the bidding work at the unit and proactively resolve difficulties, problems, and handle situations in accordance with legal regulations.

Hospital leaders are taking a class on bidding organized by the Department of Health in August 2023.

On October 10, the Ho Chi Minh City Department of Health said it had just sent a document to the directors of affiliated hospitals regarding the rectification of bidding activities for the purchase of medical equipment and supplies.

Accordingly, the directors of affiliated units are required to review and rectify the work of preparing bidding documents, ensuring publicity and transparency, avoiding the situation of making subjective requirements and criteria that do not ensure competitiveness, leading to limiting the participation of contractors, or creating advantages for one or several contractors, causing unfair competition.

Strictly organize the implementation of online bidding to ensure that the roadmap targets are achieved as prescribed in Circular 08 of the Ministry of Planning and Investment detailing the provision and posting of information on bidding and contractor selection on the National Bidding Network System.

At the same time, strengthen and focus on training and fostering of legal policies on bidding and contractor selection (especially online bidding) to improve capacity, expertise, and standardize the quality of staff working in bidding, ensuring that they have sufficient qualifications and experience to meet the requirements of bidding packages and projects at the unit.

The Ho Chi Minh City Department of Health requires the unit director to be responsible for the results of the bidding work at the unit and proactively resolve difficulties and problems, handle situations in accordance with legal regulations; strengthen inspection, supervision, assign specific tasks associated with the responsibilities of each department and individual; overcome the situation of avoidance, failure to advise, failure to propose, and shirking of responsibility in bidding work at the unit.

The Department of Health will continue to strengthen inspection, examination and close supervision of the activities of units in bidding for the procurement of equipment and consumables, especially units that have applied financial autonomy to proactively prevent, promptly detect and stop violations that cause damage to the State.

In addition, units need to have plans and solutions to proactively improve their capacity in financial management and control of bidding activities to ensure competitiveness, objectivity, publicity, transparency, economic efficiency and compliance with the law.

The Department of Health requested directors of units to focus on implementing bidding work in accordance with legal regulations, especially in important and key projects, contributing to promoting the disbursement of public investment capital and speeding up the progress of project implementation.

Previously, on September 20, the Office of the Ho Chi Minh City People's Committee issued Official Dispatch No. 10209/VP-NCPC on rectifying bidding activities for the procurement of medical equipment and supplies at the request of the Investigation Police Agency, Ministry of Public Security and Official Dispatch No. 2022/CV-CSKT-P2 dated August 27, 2023 of the Investigation Police Agency, Ministry of Public Security on rectifying bidding activities for the procurement of medical supplies.
