The district also held a conference on March 23, 2024 to deploy the work of participating in activities to celebrate the 1,100th anniversary of the birth of Emperor Dinh Tien Hoang (924-2024) and the Hoa Lu Festival in 2024; develop a propaganda plan, deploy reviews, build markets, develop plans to implement visual propaganda; guide communes, agencies and units to carry out propaganda about the Festival and the 1,100th anniversary of the birth of Emperor Dinh Tien Hoang; build a Festival and Anniversary propaganda column on the 3-level radio system... thereby creating a joyful, exciting atmosphere, encouraging and motivating people of all walks of life in the district to compete in labor production, contributing to the successful implementation of the Resolution of the Party Congresses at all levels.
Also through propaganda work, so that every citizen is aware that this is also an opportunity to promote the potential, economic and social strengths, unique cultural features, famous landscapes of the land and people of the ancient capital to a large number of friends and tourists at home and abroad. The People's Committee of the district assigned the People's Committee of Truong Yen commune to develop an implementation plan, assign specific tasks to members, and prepare basic conditions for the Festival. Guide the palanquins of Phu Dong Vuong and Phu Kinh Thien to ensure the conditions for participating in the palanquin procession according to plan. Comrade Hoang Ngoc Hoa: Hoa Lu Festival always has a great position, meaning, historical and cultural value for the Party Committee, government and people of Hoa Lu district. First of all, this is an opportunity for the people to express the tradition and morality of "When drinking water, remember its source" to honor, commemorate and show gratitude to emperors, national heroes such as Dinh Tien Hoang, Le Dai Hanh and the mandarins in the royal court who have made many contributions to the people and the country.
Hoa Lu Festival is also a place for the whole community to hold cultural activities, an opportunity for each person to express their wishes and aspirations for national peace, people's peace, favorable weather, family, village, and homeland peace and happiness. This year's Hoa Lu Festival is organized in conjunction with activities to celebrate the 1,100th birthday of King Dinh Tien Hoang, so the scale of the festival has been increased.

From the great values of the festival, the work of preserving and promoting the cultural heritage value of Hoa Lu Festival is an extremely necessary task now and in the future. The work of preserving and promoting Hoa Lu Festival in recent years has been led, directed and developed by the local Party Committee and government in the direction of culture, civilization, and imbued with national identity. With the common goal of preserving and promoting cultural identity in a sustainable manner, creating resources for local tourism development.
For example, the long-lost Nine-Quarts Ritual was revived in 2017 and practiced every time a festival is held; folk games such as the Thai Binh letter pulling and the Co Lau Tap Truong performance were restored in 2018. In addition, folk games such as human chess and cockfighting have been organized regularly and expanded in scale and number of participants.

Mr. Hoang Ngoc Hoa: Hoa Lu Festival is a meaningful occasion for local children and tourists from all over the country. In order for the festival to take place safely and successfully, the District People's Committee has directed specialized agencies to strengthen management of facilities, environmental sanitation, food safety and hygiene, security, safety, and fire prevention and fighting for tourist accommodation establishments in the district. The District People's Committee has issued Plan No. 53/KH-UBND dated March 18, 2024 on ensuring the environment before, during and after the Hoa Lu Festival; directed the District Environmental and Urban Sanitation Center to complete the work of pruning and arranging trees on Highway 1A from Gian Khau Bridge to Cau Huyen 3-way intersection; from Ba Loc 3-way intersection to Ghenh Thap Bridge, the water-carrying road from Truong Yen Commune People's Committee to Hoang Long River; and cleaning the water surface on Sao Khe River.
