According to the Deputy Minister of Home Affairs, when arranging administrative units at the provincial and communal levels, there will be a policy of retaining salaries and allowances for those assigned to lower positions.
The above information was mentioned by Deputy Minister of Home Affairs Nguyen Thi Ha at the Government press conference on the afternoon of April 6.
Ms. Nguyen Thi Ha said that when implementing the two-level local government model and arranging administrative units at the provincial and communal levels, the State pays special attention to policy implementation.
Accordingly, the special policies applied to local people will remain the same as before the reorganization. For cadres, civil servants, and workers, the unified civil service and civil service regime will be implemented from the central to local levels, without distinguishing between central, provincial, and communal cadres as at present.
" Those who meet the requirements, standards, and professional capacity will be reviewed to continue working at the agency or unit. There will also be a policy to retain salaries and allowances for those who are assigned to lower positions, or do not hold a position for a certain period of time, " said the Deputy Minister of Home Affairs.
For those who wish to retire early or be downsized due to not meeting the requirements of their tasks and positions, Ms. Nguyen Thi Ha stated that there are preferential policies according to Decree 178 and Decree 67 of the Government on policies and regimes for cadres, civil servants, employees and armed forces in the implementation of arrangement and organization of the apparatus and political system.
Deputy Minister Nguyen Thi Ha informed that the Ministry of Home Affairs was assigned to draft the Law on Organization of Local Government (amended) and related guiding documents to implement a two-level government.
In particular, the Ministry of Home Affairs is proposing regulations on the organization and operation of two-level local governments, in the direction that after the dissolution of the district level, in addition to performing the current tasks and powers, the commune-level government must also take on the tasks of the district-level government.
Specifically, the commune level will be given more power, the organizational structure and civil service regime will also be reformed to ensure that they can fulfill their tasks.
Regarding administrative procedures previously carried out at the district level, Ms. Nguyen Thi Ha said they will be directly carried out at the commune level.
" Therefore, it is necessary to increase the application of information technology, digital transformation, simplify procedures and shorten the time to carry out administrative procedures to better serve the people, " the Deputy Minister emphasized.
At the same time, the Ministry of Home Affairs also proposed necessary regulations to implement the tasks and powers of the new commune-level government after the dissolution of the district level.
This is to ensure seamless, uninterrupted operations, without overlap, duplication or omission of tasks. And especially, without affecting the normal operations of society, serving people and businesses better.
