Comments on draft documents of the 14th Congress: Investing in environmental protection

Through studying the draft report documents presented at the 14th National Congress of the Party, cadres, party members and people of Son La province all agreed and highly agreed with the content, structure and layout of the draft.

The draft has been carefully prepared, is clear, reasonable, logical; the content is highly general.

Create conditions for people to receive health care right where they live

Standing Deputy Secretary of the Long Sap Commune Party Committee Dinh Thi Huong said that regarding the structure and content of the 13 national development orientations for the 2026-2030 period, it is necessary to clarify and deeply analyze the economic growth model associated with economic restructuring, promoting industrialization and modernization of the country.

Regarding the orientation of strong and comprehensive development of Vietnamese human culture, it is necessary to build a system of standard cultural values ​​of Vietnamese people, selectively absorbing the cultural quintessence of humanity.

Relevant parties need to have measures to strictly manage entertainment culture and social culture to ensure good customs and traditions, especially in the current period of information technology explosion, it is necessary to tighten management of social networks; at the same time, there must be sanctions strong enough to deter violations.

Regarding the orientation to continue to fundamentally and comprehensively innovate education and training, improve the quality of human resources, it is necessary to continue to innovate educational content in the direction of streamlining, modernity, practicality, suitable for age, level and profession; increase practice, apply knowledge into practice. Along with innovating educational and training programs and content, it is necessary to innovate the work of compiling textbooks, teaching materials, etc.

Ms. Dinh Thi Huong said that it is necessary to emphasize more on investment in environmental protection, especially collection and treatment of solid waste, waste classification right from the source, contributing to ensuring a green, clean and beautiful living environment.

In addition, authorities need to prioritize the development of national network systems, data, and digital platforms to create a foundation for the development of the digital economy, digital government, and digital society; train and improve digital skills in line with new trends, encourage innovation and technology application in all fields; strengthen cybersecurity, protect intellectual property rights, and personal data.

Cadres, party members and people of the commune expect the Party and State to continue promoting administrative procedure reform; preventing and combating corruption, waste and negativity, especially in the fields of public investment and land; continuing to improve the quality of cadres and party members; promoting exemplary responsibility and public service ethics.

People expect policies to improve the quality of primary health care, synchronous investment in facilities, equipment, and medical staff to reduce the burden on upper-level hospitals and create conditions for people to receive health care right where they live.

Environmental protection goes hand in hand with socio-economic development

Standing Deputy Secretary of Moc Chau Ward Party Committee Nguyen Duc Nguyen shared with the theme of the 14th Party Congress "Under the glorious flag of the Party, joining hands and being determined to successfully implement the country's development goals by 2030; self-reliant, confident, moving forward in the era of national growth, for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady steps towards socialism", he suggested moving the phrase "self-confident" before the phrase "self-reliant."

Because we must have confidence in ourselves to be self-reliant and self-reliant to turn our country into a developing, upper-middle-income country with modern industry by 2030, practically celebrate the 100th anniversary of the Party's founding, aim to realize the vision by 2045, complete the goal of 100 years of the country's founding, and turn our country into a developed, high-income country.

Regarding the draft Political Report to be submitted to the 14th Congress, he commented that the Report is highly general, covering all areas; has many new contents, different highlights compared to the 13th Congress, is strategic, historical, and has a platform nature to be implemented in the coming period; marks an important milestone for Vietnam to develop rapidly and sustainably, in accordance with the requirements of the times, opening a new era, an era of national growth.

Regarding the viewpoint and goals of building and developing the country in the new period, Mr. Nguyen Duc Nguyen said that in the second viewpoint, on the close relationship between socio-economic development and environmental protection for sustainable development of the country, it is necessary to further emphasize the content of environmental protection along with socio-economic development as the center. Because this is a strategic, long-term issue, ensuring the environment is the premise of sustainable development. The period 2026-2030 needs to clarify the feasibility of specific goals and solutions for the country to develop in the new era.

Regarding the general goal, Mr. Nguyen suggested that it is necessary to adjust "promoting the construction of new production forces" to "promoting the construction and development of new production forces..." Adding this content, because along with construction, there is development to quickly adapt to the pace and development requirements of the country.

Commenting on the draft report summarizing some theoretical and practical issues on the country's renewal process in the direction of socialism in the past 40 years in Vietnam, Mr. Nguyen Duc Nguyen suggested that it is necessary to summarize the causes of shortcomings and limitations. In particular, it is necessary to clearly state which causes belong to the policies, mechanisms, and implementation organization of each level, sector, and field so that in the coming term, there will be more effective measures and solutions to overcome them.

In Part II "Limitations and weaknesses" after Section 4 "On culture and society," the content that needs to be added is "The rich-poor polarization among a group of cadres, party members and people"; Section 6 "On the effectiveness and efficiency of state management and the prevention and fight against corruption, waste and negativity" (page 300), the added content is "The handling and disciplining of corrupt cadres and party members, causing loss and waste, still has many cases that have not been resolved promptly and transparently"; it is recommended to add the cause of limitations and weaknesses as "The work of commenting, evaluating, planning, appointing, arranging and organizing cadres."

Strengthening defense and security potential in border areas

Lieutenant Colonel Lo Van Dien, Political Commissar of Long Sap International Border Gate Border Guard Station, agreed with the contents of the draft Political Report, such as: assessment of the results of implementing the Resolution of the 13th National Party Congress and the country's foundation after 40 years of renovation; viewpoints and goals of building and developing the country in the new period and 13 orientations for national development in the period 2026-2030.

In particular, the content of strengthening national defense and security, building a revolutionary, disciplined, elite, modern People's Army and People's Public Security, firmly protecting the socialist Vietnamese Fatherland; continuing to promote the building and rectification of a clean and strong Party, improving the Party's leadership and governing capacity; key tasks and strategic breakthroughs.

However, Lieutenant Colonel Lo Van Dien proposed to consider adjusting and supplementing some contents in Clause 1, Section I (top of page 6), the general assessment of the situation, and to further assess unstable issues, such as conflicts, trade wars between major countries, and non-traditional security challenges.

At point 5, clause 1, section I (page 10), assessment of limitations and shortcomings: need to further assess culture and people associated with national security, such as sabotage by reactionary forces, political opportunists, bad elements; crime rate tends to increase or decrease, especially crimes committed by youth and teenagers, nature of crimes.

Along with that, it is necessary to have more content on strengthening the defense and security potential in border areas, equipping modern weapons and means, especially technical reconnaissance technologies, building synchronous infrastructure, and facilitating border patrol mobility; building high-quality human resources, associated with investment in building synchronous border area facilities, meeting the requirements of building a national defense and border defense posture associated with the people's security posture and national defense and border defense and people's security; having appropriate treatment regimes and policies for the specific characteristics of border and island areas./.
