Comrade Do Thai Hoa, Director of the Department of Information and Communications of Ha Giang, shared: The digital transformation process in Ha Giang has at times been likened to "sowing corn on a rocky plateau" because Ha Giang is one of the mountainous provinces still facing many difficulties, with a lack of infrastructure and outdated information technology equipment.
In addition, ethnic minorities account for nearly 90% of the population, the poverty rate is high, and some people are even illiterate or do not own mobile phones…
Nevertheless, thanks to the concerted efforts and decisive involvement of the entire political system, and the unanimous support of the people and businesses, Ha Giang's digital transformation journey has so far recorded many strong and comprehensive changes across all three pillars: digital government, digital economy, and digital society, gradually bringing a more convenient and better life to the people in this mountainous region.

Through digital platforms, Lo Lo Chai village (Lung Cu commune, Dong Van district) is becoming increasingly well-known to tourists from near and far, becoming an indispensable destination on the journey to explore Ha Giang. Many villagers have taken advantage of the opportunity and embraced technology to become "digital citizens" promoting the local tourism potential.

In Ha Giang province, the application of social media platforms to promote attractive destinations and quality tourism products and services is no longer unfamiliar, and many people in the highlands share their experiences and skills in using them. Ha Giang is considered one of the provinces that very early promoted the local image on the digital environment, thereby contributing significantly to the growth of the tourism industry – which is considered the "pillar" of the local economy.
To promote effective communication in the digital environment, the People's Committee of Ha Giang province has proactively signed cooperation agreements with Viettel Military Telecommunications Group and VNPT Post and Telecommunications Group to strengthen the development of telecommunications and information technology infrastructure, creating conditions to promote the application of digital transformation across three pillars, with communication being the top priority.
Along with boosting communication on digital platforms, Ha Giang is also promoting digital transformation in the tourism sector, thereby contributing significantly to the impressive growth of the tourism industry in recent years.

Ha Giang is actively applying digital transformation in promoting and advertising its local tourism potential.
While Ha Giang welcomed over 2.2 million tourists in 2022, immediately after the COVID-19 pandemic was brought under control, this number rose to over 3 million in 2023, a 33% increase compared to the same period in 2022. Total tourism revenue is estimated at nearly 7.1 trillion VND, a 56.3% increase compared to the same period. Notably, in the first six months of 2024 alone, nearly 1.7 million tourists chose Ha Giang as their destination, a 19.1% increase compared to the same period in 2023 and reaching 52.8% of the annual plan. Total tourism revenue reached over 4 trillion VND.

Comrade Nguyen Van Son, Chairman of the People's Committee of Ha Giang province and Head of the Steering Committee for Administrative Reform, Digital Transformation, and Project 06 of Ha Giang province, affirmed: The consistent viewpoint of the Government, as well as Ha Giang province, is to place the people and businesses at the center, as the subjects, goals, and driving forces of digital transformation. Only then will digital transformation be comprehensive and inclusive, bringing practical benefits to the people.

Seizing the opportunity, in the very first year of implementing the Resolution of the 17th Provincial Party Congress, Ha Giang was one of the first localities in the country to issue a specialized Resolution (Resolution No. 18-NQ/TU) on digital transformation for the period 2021-2025, with a vision to 2030. This is considered a guiding principle for the province's digital transformation, providing direction for the entire political system to work together to implement digital transformation across all three pillars: digital government, digital economy, and digital society, with a focus on building a digital government to create momentum and provide direction, guidance, management, and support for the development of the digital economy and digital society.
The Steering Committee and the Digital Transformation Executive Board, from the provincial to the commune level, have been restructured in all 11 districts and cities. 2,071 community digital technology teams have been established throughout the province with 12,131 members, becoming an extension of the Steering Committee on Digital Transformation at all levels, playing a key role in bringing digital technology and digital skills to the people.
Thanks to the guidance and promotion by the Community Digital Transformation Team, many people in Ha Giang now know how to operate and use many convenient services in the digital space, such as: resolving administrative procedures on smart mobile devices, using e-wallets for payments, and using the "Ha Giang Digital Citizen" application to interact with government agencies at all levels... As a result, in the second quarter of 2024 alone, the entire province received and processed over 143,000 administrative procedure dossiers, of which more than 125,000 were processed online, reaching a rate of 87.3%.

Currently, the province's administrative procedures information system has completed its connection with national information systems and databases. The province continues to maintain a dedicated data transmission network in Party and State agencies, and maintains the effective operation of official email systems with 25,468 email accounts for officials and civil servants, ensuring that 100% of officials and civil servants have email accounts and use them regularly.
Simultaneously, maintain the effectiveness of the online meeting system to facilitate inter-level meetings; and the provincial Security Operations Center (SOC) system will be connected to the national security monitoring system managed by the Ministry of Information and Communications.

One of the most noticeable benefits of digital transformation is the impact of the digital economy. After more than two years of implementing the thematic resolution on digital transformation, 100% of OCOP products in Ha Giang are listed on e-commerce platforms; 100% of agricultural households in the province have accounts participating in e-commerce platforms and have received training.

People in Thong Nguyen commune (Hoang Su Phi district) are using smartphones to promote Shan Tuyet tea on digital platforms.
The province also effectively maintains the Market 4.0 model for cashless payment services in the central markets of districts, cities, communes, wards, and towns, while simultaneously implementing electronic invoices for 100% of businesses operating in the area.
According to Do Thai Hoa, Director of the Department of Information and Communications of Ha Giang province, the province has invested heavily in developing digital infrastructure with 2,942 base transceiver stations (BTS). 5G trial broadcasting has been implemented for free use by residents and tourists at three locations: 26/3 Square; Lung Cu Flagpole; and the Viettel Ha Giang building. Mobile coverage in villages has reached 98.89%; nearly 31,100 poor and near-poor households have received support to use internet services through the public telecommunications program; and over 431,000 electronic identification accounts have been activated, reaching a rate of 65.1%.
In particular, the province has piloted the "Ha Giang Digital Citizen" application, integrating public service functions with the province's administrative procedure processing system. This is considered a direct bridge between the government at all levels and the people, through which citizens can online report problems and grievances to relevant agencies and monitor the processing results to evaluate the effectiveness of the government at all levels. To date, the application has been downloaded over 18,157 times and has 15,624 registered accounts.
At medical facilities and public administrative centers, the citizen identification card (CCCD) has now replaced many types of personal identification documents and serves as a passport for all transactions. Ha Giang has deployed an electronic health record platform at 193 medical facilities throughout the province; 100% of hospitals and medical facilities have been equipped with QR code readers to facilitate medical examinations and treatments using CCCD cards instead of health insurance;…

These remarkable achievements have significantly contributed to promoting the image of Ha Giang, boosting the province's socio-economic development, and creating an important foundation for Ha Giang to continue its breakthrough and acceleration in the digital transformation journey in the next phase. However, looking at the results of the provincial Digital Transformation Index (DTI) ranking announced by the Ministry of Information and Communications, in 2022 Ha Giang province ranked 57th out of 63 provinces and cities, a decrease of 24 places compared to 2021. The province has been and is continuing to implement many comprehensive solutions with the determination to improve its DTI ranking. The review results of the Department of Information and Communications show that in 2023 Ha Giang province achieved 710.59/1,000 points, an increase of 231.6 points compared to 2022, reaching 71.06% of the set plan.
In the coming period, the province will focus on completing the project to build a smart operating system for Ha Giang province, and the goals and tasks outlined in Project 06 "Developing data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030". At the same time, it will focus on reviewing and eliminating areas with weak signal coverage, ensuring the speed of mobile telecommunications networks; implementing solutions to promote the phasing out of 2G technology, and supporting people in switching to smartphones, aiming for the goal of smartphone普及 (universalization) throughout the province…
