
Visit booths on digital transformation and innovation in Hanoi .
On October 23, the Hanoi People's Committee issued the "Indices for assessing digital transformation of Hanoi's state agencies", replacing the previous version issued in February 2024. The index is divided into two levels: City level and commune/ward level, with different structures and criteria groups but aiming at the same goal of substantially assessing annual digital transformation results.
At the city level, the index set includes 34 component indicators , grouped into 9 main groups, including : Digital awareness; digital institutions; digital infrastructure; digital human resources; information security; digital government activities; digital economic activities; digital social activities; and the level of completion of the digital transformation plan. These are groups of indicators that reflect the capacity to establish a digital environment, the level of deployment of digital services, as well as the effectiveness of management and operation using data at the department and branch levels.
For the commune/ward level, the index set includes 47 indicators belonging to 8 content groups . The criteria are built in a direction that closely follows the implementation practices of the facility, emphasizing the capacity to provide public services, apply data in population management, carry out administrative procedures in the digital environment and promote the digital economy - digital society in the community.
The City People's Committee assigned the Department of Science and Technology to advise on the establishment of an Appraisal Council, tasked with organizing the assessment, inspection and verification of the annual digital transformation results of each unit according to the new set of indicators. According to the instructions, all 17 departments, branches and sectors will conduct assessments according to 33/34 indicators , except for the group of indicators on digital economic activities - only applicable to 8 departments assigned to develop the digital economy. All 126 People's Committees of communes/wards will conduct assessments according to the set of indicators for the commune level.
The digital transformation assessment will be conducted annually to monitor progress, identify weaknesses that need improvement and serve as a basis for emulation and rewards. The city requires the assessment process to be objective, honest, and well-founded , using only data and documents directly related to the digital transformation task; at the same time, encouraging new models and creative approaches that bring about clear results.
The evaluation results will be made public after the Appraisal Council completes the verification. This is an important basis for comparing the level of digital transformation between units, contributing to promoting healthy competition and improving the quality of implementation.
In the context of the country accelerating the digital transformation process, Hanoi continues to affirm its leading position. The results of the 2024 provincial digital transformation assessment announced by the Ministry of Science and Technology show that Hanoi tops the rankings among 34 participating provinces/cities, with outstanding advantages in four areas: digital awareness, digital institutions, digital economy and digital society. The new index is expected to help the capital maintain, consolidate and expand these results in the coming years.
