Hanoi arranges for Party secretaries at all levels to be non-locals

Regarding the content of Instruction No. 09-HD/TU dated May 9, 2025 of the Standing Committee of the Hanoi Party Committee on the arrangement and assignment of cadres, civil servants, public employees, and workers when arranging and reorganizing commune-level administrative units, Head of the Organization Committee of the Hanoi Party Committee Ha Minh Hai said that, implementing the Central's policy, from July 1, 2025, district-level activities will end. Hanoi's local government includes the City level and the commune and ward levels.

The city will reorganize its staff to be closely linked to the model of organizing the 2-level local government apparatus in a streamlined and efficient manner, promoting proactive, creative and accountable roles at the grassroots level.

The City Party Committee determined that the arrangement and assignment must ensure the comprehensive and direct leadership of the Party over personnel work; taking the quality of the staff as the key factor to ensure the effective operation of the 2-level government model, close to the people, serving the people and businesses well. Complete the arrangement and assignment of staff before July 1, 2025, ensuring continuity in leadership and administration.

The arrangement and assignment of new commune and ward cadres is considered based on the overall status of the cadre team, associated with the work of preparing personnel for the Party Congresses at all levels for the 2025-2030 term and the Congress of the Vietnam Fatherland Front and socio- political organizations.

The city will take the current district-level political system's leaders and managers as the core in new communes and wards and implement the policy of arranging Party secretaries at all levels who are basically not local people (promoting other positions).

The city will also mobilize cadres between districts, towns and communes, wards and townships to ensure connectivity, synchronization and improve the quality of the city's cadre team.

This principle also includes increasing the rotation and transfer of cadres from the city to the grassroots and vice versa (proactively arranging the staff of city departments, branches and sectors according to Decree No. 45 dated February 28, 2025 of the Government ), especially City Party Committee members, planning City Party Committee members in key areas.

Linking the arrangement and assignment of cadres with comprehensive review and assessment to screen, select, improve the quality of the team, create planning sources, train young cadres, "put the right people in the right jobs"; avoiding the tendency of spreading, formality, favoritism, localism, "group interests in the assessment, arrangement and assignment of cadres".

The City Party Committee requires the heads of Party committees at all levels and the Standing Committees of District, Town and City Party Committees to take full responsibility before the Standing Committee of the City Party Committee for the quality of preparation, planning and proposing plans for arranging cadres, civil servants, public employees and workers in new communes and wards.

Regarding age, the Hanoi Party Committee instructs that comrades who are participating in the Party Committee, government, and Fatherland Front (including socio-political organizations) for the first time, or are appointed to a higher leadership or management position for the first time, must have at least one full term of service remaining at the time the Congress begins.

Comrades nominated for re-election to the Party Committee must have at least 48 months of remaining service at the time of the Congress. The starting time for the Party Congress of communes and wards is July 2025.
