Hanoi spends more than 3,000 billion VND to support boarding meals for primary school students

TPO - The Hanoi People's Committee plans to spend more than VND3,000 billion to support boarding meals for about 768,000 primary school students in both public and private schools in the 2025-2026 school year.

The Hanoi People's Committee has just submitted a draft Resolution regulating the mechanism for supporting boarding meals for primary school students in Hanoi for the 2025-2026 school year.

The Hanoi People's Committee has developed the above policy to implement the suggestions of General Secretary To Lam at the meeting with voters before the 9th Session of the 15th National Assembly at constituency No. 1 of Hanoi on April 17, 2025, and to continue to pay attention to the cause ofeducation and school policies, ensure the quality of teaching and learning, and create the best and most comprehensive learning conditions for children in the capital.

This policy also aims to contribute to ensuring social security, reducing the economic burden on parents and students; contributing to ensuring physical health, improving the quality of learning, and at the same time demonstrating the practical concern of Hanoi City for the education career and future generations...

Accordingly, the Hanoi People's Committee plans to spend more than VND3,000 billion to support boarding meals for about 768,000 primary school students in both public and private schools in the 2025-2026 school year.

Specifically, students studying at educational institutions in mountainous areas and communes in the middle of the Red River are supported with 30,000 VND/child/day. Primary school students studying at educational institutions in the remaining areas are supported with 20,000 VND/child/day.

In case parents and schools agree on a higher meal allowance than the state subsidy, the difference will be collected from the student (ensuring a minimum meal allowance of VND30,000/student/day). The support applies to primary school students studying at educational institutions in Hanoi who voluntarily participate in boarding services (excluding foreign-invested educational institutions).

According to statistics from the Hanoi People's Committee on the number of boarding schools, the city currently has 778 primary schools (728 public schools; 50 private schools), of which 703 are boarding schools, accounting for 90.4% (of which 655 are public schools, accounting for 93.17%; 48 are private schools, accounting for 6.83%).

Currently, the number of primary school students in Hanoi is 763,028 (public school: 703,145 students; private school: 59,883 students), of which the number of boarding school students is 502,227, accounting for 65.82% (of which public school: 443,242 students, accounting for 88.26%; private school: 58,985 students, accounting for 11.74%).

According to the city's calculations, the estimated budget for supporting meals for primary school students in the 2025-2026 school year in the public system is 2,824 billion VND; in the private system, 239 billion VND.
