Hanoi: Comprehensive digital transformation in organizing the 18th Party Congress

The 18th Congress of the Hanoi Party Committee for the 2025-2030 term is scheduled to be held for 3 days, from October 15 to 17 at the National Convention Center with the participation of 550 delegates representing nearly 500,000 Party members of the City Party Committee. The preparatory session will be held on October 15. The official session will be held on October 16 to 17.

At the press conference on the preparation and planning for the 18th City Party Congress, Head of the Hanoi Party Committee's Organization Board Ha Minh Hai said that the theme is: "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy capital."

The 18th Congress of the City Party Committee is a major political event, taking place in a context of great significance, with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", seizing opportunities, overcoming challenges, determined to build a "Cultured - Civilized - Modern" Capital, pioneering with the whole country to enter a new era - an era of prosperous and powerful development of the Vietnamese people, contributing significantly to the successful implementation of the country's development goals until 2030, with a vision to 2045.

The work of drafting documents was identified by the City Party Committee and the Standing Committee of the City Party Committee as a very important task, not only to evaluate the results and achievements that the Party Committee, army and people of the Capital had achieved in the past term, but also to set high requirements for the development of the Capital in the context of the country entering a new era, an era of national growth, building an independent, self-reliant, prosperous, civilized and happy country.

The new point in the construction of the documents of the 18th Congress of the City Party Committee this time is that the documents are prepared in a concise, succinct manner, with a high level of generalization, a tight structure, and a full and comprehensive representation of the major issues of the Capital. In particular, the draft action program to implement the Resolution of the Congress has been proactively developed, ready to be issued and deployed immediately after the Congress, ensuring that the Resolution will soon come into life.

The City Party Committee has led and implemented information, propaganda, agitation, and cultural and artistic work in a synchronous manner in many diverse, rich, innovative, and creative forms. The City has established and issued regulations for the Press Center to serve the Congress. The Press Center is expected to open on October 14, 2025, with the task of providing information about the 18th Congress of the City Party Committee under the direction of the Standing Committee of the City Party Committee to reporters of central, local, and Hanoi newspapers and radio stations.

Implementing the policy of digital transformation in Party activities and State management, the Congress used a number of modern technology applications in the organization of the Congress: Digitizing documents serving the Congress and providing information on seating arrangements in the meeting room on the Information System for meetings and work processing (iCabinet). Building a model to display digital applications on the city's achievements and events in socio -economic development, urban infrastructure, digital transformation... Applying digital transformation in the organization of the Congress: Experiencing the "Wall of Impressions" and Experiencing "Hanoi Capital becomes a smart city by 2030 in accordance with the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo through Cinematic technology on virtual reality".

At the press conference, representatives of the Central and Hanoi press agencies raised many questions on the following contents: The work of drafting Congress documents, personnel work; the role, significance and importance of the 18th City Party Congress. The questions were directly answered by the Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, Head of the Hanoi Party Committee's Organization Committee Ha Minh Hai and Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Committee Nguyen Doan Toan.
