Hanoi leads the E-commerce Index 2025 ranking

The EBI 2025 report is based on a survey of thousands of businesses across the country.

According to VECOM, the EBI index is built on 3 groups of criteria, including infrastructure and human resources, business-to-consumer transactions (B2C) and business-to-business transactions (B2B). The improvement of each locality's ranking depends on the improvement of the 3 groups of criteria and their components.

In particular, this year for the first time, VECOM information on postal delivery services for e-commerce, classified by locality, has been used in calculating the retail e-commerce index (B2C).

Hanoi leads the Vietnam E-commerce Index 2025 with 74.7 points. Ho Chi Minh City ranks second with 73.5 points; Da Nang ranks third with 28.1 points, also a very large gap compared to Hanoi with 46.6 points.

The average score of this year's index is 9.3 points, so the gap in e-commerce between the two economic centers of Hanoi and Ho Chi Minh City and the remaining provinces and cities is very large and has strong differentiation.

If the B2C transaction index of Hanoi and Ho Chi Minh City reaches 62.9 points or more, the remaining 61 localities have the highest score of only 4.5 points (Bac Ninh province).

In the infrastructure and human resources index, the top 3 localities including Hanoi, Ho Chi Minh City, and Da Nang have the lowest score of 76.9, while the remaining 60 localities have the highest score of 36 (Hai Phong city).

Similarly, in the B2B transaction index, the top 3 localities are Ho Chi Minh City, Hanoi and Da Nang with scores of 62.6 or higher, the remaining 60 localities have the highest score of 42.2 (Binh Duong province).

According to VECOM, there are solutions that lead to a relatively rapid increase in component criteria scores, including raising awareness of domain names, organizing activities for many business households or small and medium enterprises to sell on e-commerce platforms, improving the quality of local express delivery services, etc. The Department of Industry and Trade is the core agency implementing these solutions.

To improve some component criteria, such as enterprises or income, requires consistent and synchronous solutions over many years, from the provincial level to many state management agencies on trade, investment, enterprises, science and technology, post, transportation, etc.
