Strengthening inspection and supervision of the implementation of Directive No. 24-CT/TU
Accordingly, based on the results of the implementation of the above contents, the Standing Committee of the City Party Committee directs a number of key tasks in the coming time: Regarding the continued implementation of Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi city", the Standing Committee of the City Party Committee requests all levels, branches, localities and units to continue to strictly implement the Directive. In particular, focusing on thoroughly grasping the 25 manifestations stated in Directive 24-CT/TU, associated with evaluating cadres and preparing personnel for Party congresses at all levels for the 2025-2030 term.
Along with that, continue to synchronously implement 6 groups of solutions in Directive No. 24-CT/TU and tasks and solutions in Plan No. 171-KH/TU of the Standing Committee of the City Party Committee. In particular, focus on successfully implementing key tasks, comprehensively completing targets and tasks of resolutions of Party Congresses at all levels and Resolution of the 17th City Party Congress, term 2020-2025; focus on leading and directing the successful organization of Party Congresses at all levels towards the 18th City Party Congress, term 2025-2030 and the election of National Assembly deputies and People's Council deputies at all levels for the term 2026-2031.
The City Party Committee also requested to strengthen inspection, supervision and examination of the implementation of Directive No. 24-CT/TU, especially surprise inspections of the implementation of administrative procedures, compliance with regulations at agencies and units and the performance of duties and tasks in areas such as land management, construction order, management of financial and budget investment projects. Strive for the highest disbursement rate
Regarding the implementation of the medium-term public investment plan, the 2024 and 2025 plans at the city level, the Standing Committee of the City Party Committee requested units with low disbursement rates to implement discipline in public investment, urgently have specific solutions to strive for the highest disbursement rate in 2024 of the city; in which special attention is paid to speeding up the progress of approving construction design - estimates, organizing bidding, and starting construction to speed up project progress and disbursement of public investment capital.
Leaders at all levels and sectors should pay more attention and focus on leadership, direction, and mobilization of the overall strength of the entire political system in site clearance work. Strengthen direct work with the people, carry out mass mobilization work to grasp their thoughts and aspirations, and resolve their legitimate and just complaints and petitions...
Based on the implementation results of 2024, focus on developing the 2025 Public Investment Plan to ensure compliance with the provisions of the Law on Public Investment; in which, it is necessary to overcome the shortcomings and limitations encountered in the recent past so that the 2025 Public Investment Plan achieves the highest efficiency.
Strongly innovate thinking about digital transformation
Regarding the implementation of Resolution No. 18-NQ/TU dated December 30, 2022 of the City Party Committee on digital transformation, building a smart Hanoi by 2025, with a vision to 2030, the Standing Committee of the City Party Committee requested the Party Committee of the City People's Committee to direct all levels and sectors to continue to raise awareness and strongly innovate thinking about digital transformation, apply 4.0 technology, and build a smart city. The goal is that digital transformation must shorten the process and procedures for handling work; make transparent and public the process of serving and handling administrative procedures with the spirit that people are both the objects of service and the creative subjects.
Regarding the development of the digital economy and digital society, it is necessary to issue a specific mechanism to attract investment and accelerate the progress of implementing the construction of concentrated information technology zones in the city that have been approved by competent authorities according to the provisions of law. Strive for the proportion of the digital economy in Hanoi's GRDP to reach 30% as set out in the Resolution.
