Vice Chairman of Hanoi People's Committee Nguyen Trong Dong has just signed a decision to cancel the decision to recognize the auction results of land use rights for production and business at land plot L1 in land lot C of Thanh Thuy industrial cluster, Thanh Thuy commune, Thanh Oai district, Hanoi.

Accordingly, Decision No. 4636 dated September 14, 2023 of the Hanoi People's Committee on recognizing the results of the auction of land use rights for production and business at the above land plot is canceled.
The reason for canceling the decision to recognize the auction results is that the auction winning organization did not pay enough money for the land use rights auction within 120 days from the date of the decision to recognize the auction results.
Duc Thanh Trading Company Limited shall not receive the deposit back. In case more than the deposit has been paid, the State shall refund the difference in amount greater than the deposit amount as prescribed.
Hanoi People's Committee assigned Thanh Oai District People's Committee (Thanh Oai District Land Fund Development Center) to notify Duc Thanh Trading Company Limited of the cancellation of the auction results of land use rights.
At the same time, propose a plan to reorganize the auction of land use rights for land plot L1 according to regulations.
Hanoi Tax Department (Thanh Oai - Chuong My Regional Tax Department) coordinates with Thanh Oai District People's Committee and Thanh Oai District State Treasury to recover the deposit; refund the difference in amount compared to the deposit amount that Duc Thanh Trading Company Limited has paid according to regulations.
Previously, Thanh Oai district also held an auction of 68 land plots in Thanh Cao commune (August 10), causing a stir in the market when the winning bid was 8 times higher than the starting price, reaching over 100 million VND/m2.
However, up to 80% of the auction winners have forfeited their deposits, all the lots have winning prices from 80-100.5 million VND/m2.
Regarding the auction work, recently, the Hanoi People's Committee sent a document to departments, branches, districts, towns and cities on the auction of land use rights. In particular, the City People's Committee requested the district-level People's Committees to make a list of cases where they paid higher prices than the market price to win the auction but did not pay according to regulations, causing market disruption.
This list will be made public on the information pages of the districts and the Department of Natural Resources and Environment (TN-MT).
