In just three days, Hanoi students will take the 10th grade entrance exam - an exam considered the most stressful of all exams for students in the capital due to its high competitiveness.
Carefully reviewing all stages, from facilities to human resources, not being subjective or negligent, ensuring the organization of a safe, transparent and fair exam is the direction of the leaders of the Hanoi Departmentof Education and Training to all cadres, teachers and employees participating in the exam organization at the conference on exam supervision guidance organized by this unit this morning, July 3.
Principle of 3 no, 4 right and 6 clear
This year is the first year that the 10th grade entrance exam is organized according to the new general education program. Emphasizing the new points and important significance of the exam, Mr. Nghiem Van Binh, Head of the Department of Examination Management and Education Quality Assessment, Hanoi Department of Education and Training, guided and thoroughly explained the stages related to the exam organization, especially the exam supervision work, noting the tasks that need to be done for each position from the head of the exam site, deputy head of the exam site to the supervisor.
Accordingly, the Head of the Examination Management and Education Quality Assessment Department of Hanoi emphasized the principle of "3 no's, 4 right's, 6 clear's" in the organization of examinations. In which, "3 no's" include not being negligent and subjective; not being too stressed or pressured; not handling situations arbitrarily. "4 right's" include following the regulations and instructions; following the correct and sufficient procedures; following the correct positions, responsibilities and tasks; handling situations according to instructions. "6 clear's" include clear people, clear work, clear responsibilities, clear authority, clear time, clear results.
“In all situations, the rights of candidates must be guaranteed and there must be a record,” said Mr. Binh.

At the conference, representatives of the specialized departments of the Hanoi City Police shared information about the possibility of cheating on high-tech devices, not only for candidates but also for parents. According to the representative of the Hanoi Police, because this is a highly competitive exam, there are still potential risks of cheating, especially in the context of increasingly strong development of information technology, and forms of cheating are increasingly diverse and difficult to detect.
Representatives of the Hanoi City Police also provided images of devices that candidates can use, and provided instructions on some methods to detect the use of technical means to commit cheating in exams. In cases where suspicious behavior is detected, leaders of the examination sites must make a record, immediately report to the police, and promptly investigate, isolate, and handle the situation to avoid affecting the fairness of the exam.
Check, review, and prepare best for the exam
Ms. Doan Thi Kieu Oanh, Chief Inspector of the Hanoi Department of Education and Training, said that to ensure the organization, from May 22 to June 2, Hanoi inspected all 201 testing sites, including 93 high schools, 105 middle schools, 2 inter-level schools and 1 vocational education - continuing education center.
The inspection results showed that the examination sites had arranged enough examination rooms, reserve examination rooms, examination waiting rooms, had plans to preserve candidates' belongings and had enough facilities and equipment to serve according to regulations.

According to Ms. Oanh, there are currently 40 high schools under repair, so this year, the number of secondary schools being used as exam sites has increased compared to previous years, including schools being used as exam sites for the first time. Therefore, the preparation of facilities for the exam must be very thorough to ensure the requirements.
At the time of inspection, there were still some testing sites that had not fully prepared the conditions such as no cameras, no tables and chairs arranged according to regulations, lack of photocopiers, landline phones with external speakers, no cabinets for storing exam papers and test papers, no beds for the team on duty to protect exam papers and test papers; lack of backup generators, not cleaning the school, and being adjacent to residential houses... Accordingly, testing sites need to quickly review and fix the problems to ensure the requirements for serving the exam.
Thoroughly understanding the need for thorough preparation at each stage, Director of the Department of Education and Training Tran The Cuong said that starting next year, Hanoi will organize conferences to guide the 10th grade entrance exam invigilation in both direct and online formats to connect with all officers, teachers, and employees participating in the exam instead of just organizing them in person with leaders of exam sites and leaders in charge of exam sites to disseminate information to exam invigilators as is currently the case. "This will help save time and effort, and avoid errors and confusion in information communication," said Mr. Cuong.
According to Mr. Cuong, Hanoi has established 19 inspection teams and starting this afternoon will begin to inspect and review all examination sites once again to ensure that all examination sites are fully prepared with facilities and ensure security and safety for the exam.
