Hanoi: Deploying electronic invoices generated from cash registers

On the morning of May 8, the Tax Department of Region I held a conference "Accompanying businesses, business households, and individual businesses in implementing electronic invoice solutions generated from cash registers according to Decree No. 70/2025/ND-CP of the Government".

The conference took place in the context of the private economic sector playing an increasingly important role in the country's economy, contributing about 51% of GDP, more than 30% of state budget revenue and creating more than 40 million jobs, accounting for more than 82% of the total workforce. On May 5, 2025, General Secretary To Lam signed and issued Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, identifying this sector as an important driving force for growth, innovation, industrialization and modernization.

In that direction, the implementation of electronic invoices generated from cash registers is a specific step to promote digital transformation, administrative reform and improve tax management efficiency. Decree No. 70/2025/ND-CP of the Government amending and supplementing a number of articles of Decree No. 123/2020/ND-CP of the Government regulating invoices and documents, effective from June 1, 2025, has expanded the subjects of application in Article 11, including enterprises with activities of selling goods and providing services directly to consumers; business households and business individuals with revenue of VND 1 billion/year or more.

Speaking at the conference, the representative of the Tax Department of Region I emphasized: Electronic invoices from cash registers bring many practical benefits such as saving time and costs; transparency and accuracy in transactions; convenience in management and enhancing reputation with customers. Invoice data is transmitted directly to the tax authority through an intermediary organization, contributing to ensuring accuracy and timeliness in tax management.

In Hanoi, the implementation of electronic invoices generated from cash registers is part of the overall comprehensive digital transformation program that the Hanoi Party Committee is actively directing. Resolution No. 18-NQ/TU of the Hanoi Party Committee on digital transformation, building a smart Hanoi by 2025, with a vision to 2030 and Directive No. 42-CT/TU on continuing to promote digital transformation throughout the Hanoi Party Committee, building and developing a smart capital and effectively implementing the digital transformation project in Party agencies have set the goal of building a digital government, digital economy and digital society. The city has established a Steering Committee on digital transformation headed by the Secretary of the City Party Committee, aiming to promote the application of science and technology in all areas of management.

The Tax Department of Region I has proactively implemented activities to support taxpayers since the beginning of the year, with the peak being the launch in April 2025 to prepare for the effective date of the Decree. At the same time, the unit also closely coordinated with service providers such as Mobi, Viettel, and MISA to introduce and deploy technology solutions to serve taxpayers.

This conference is a forum for tax authorities to disseminate new regulations, and at the same time receive and answer questions from businesses, households and individual traders. Within the framework of the program, many units providing electronic invoice services also directly introduced applied technology solutions, contributing to promoting the widespread application of electronic invoices generated from cash registers in the area.

With the determination of the tax authorities, the coordination of relevant units and the consensus from the business community, business households and individual businesses, the Tax sector expects the implementation of electronic invoices from cash registers to be successful, contributing to improving transparency, modernizing tax management and improving the business environment.
