Ha Tinh proactively discharges floodwaters to ensure safety of lakes and dams

On October 31, in anticipation of continued heavy rains and complex flood developments, the Nam Ha Tinh Irrigation Company Limited announced the release of water from its dams. This is a move to reduce pressure on the reservoir, but also puts the downstream area at risk of more serious flooding.

According to Mr. Tran Manh Cuong, Director of Nam Ha Tinh Irrigation Company Limited, the forecast from the Hydrometeorological Station shows that from the evening of October 30 to the end of November 1, the entire Ha Tinh province will continue to receive heavy rain, some places will have very heavy rain. The general rainfall is forecast to fluctuate between 150 - 300mm, with many areas likely to exceed 400mm. The amount of water flowing into the lake is expected to be very large, threatening the safety of the project.

Currently, the water level of Ke Go Lake is at 31.15/32.5m, reaching 88% of the design capacity (303.75/345 million m³). Although the company has regulated water through Doc Mieu spillway at a flow rate of 90m³/second, with the forecast of continued heavy rain, increased flood discharge is required.

Specifically, the Nam Ha Tinh Irrigation Company has adjusted the overflow discharge flow of Ke Go reservoir from 90m³/s to 100 - 350m³/s, effective from 6am on October 31. This flow will be flexibly adjusted hourly, based on actual weather developments and water flow rate. This decision is to ensure safe flood prevention capacity, but at the same time, warn people in downstream areas to urgently prepare for response.

Along with Ke Go, many other large reservoirs in the area are also carrying out overflow discharges. Song Rac Lake is discharging at a flow rate of 353 m³/s and Thuong Song Tri Lake is discharging 50 m³/s. The simultaneous discharge of reservoirs has created enormous pressure on the river system and riverside residential areas.

Over the past two days, localized heavy rains have caused flooding in many residential areas and roads, especially in the southern part of the province. In Vung Ang Ward, local authorities have urgently evacuated more than 300 people in low-lying and dangerous areas to safety. At the same time, propaganda and mobilization work to encourage people to raise their assets and proactively prevent flash floods and floods has been stepped up.

In addition, Ho Ho hydroelectric reservoir is regulating water through the spillway at a flow rate of 148 m3/s to ensure reservoir safety and prevent flooding in downstream areas.

Ha Tinh province requires units and localities to mobilize shock forces to inspect and review residential areas along rivers, streams, low-lying areas at high risk of flooding, flash floods, and landslides to proactively prevent and respond promptly. Guards and traffic control forces are also organized at culverts, spillways, and areas with rapid water flow to ensure absolute safety for people and moving vehicles.
