In response to this situation, the province has clarified the causes and responsibilities and proposed solutions to strengthen the prevention and handling of school violence, ensuring the safety of students.
Schools play a crucial role, and families cannot remain uninvolved.
According to a report from the Department of Education and Training, the implementation of regulations on building a safe educational environment has been carried out seriously, contributing to a significant reduction in violence and bullying in schools... However, recently there have still been some incidents of junior high school students fighting outside of school or gathering to prepare for fights, which were prevented by law enforcement in some localities, such as Cam Lac commune and Ky Anh commune...

Regarding objective causes, the Ministry of Education and Training has identified negative impacts from social media and video games, along with limitations in life skills and problem-solving skills among a segment of students. Many incidents stem from conflicts in cyberspace, which are difficult for families and schools to detect and prevent early on. The perpetrators are mainly teenagers, whose psychology and emotions are not yet stable, making them prone to conflict.
In addition, subjective causes have been identified, including the low effectiveness of coordination between family, school, and society in educating students on ethics and lifestyle; the lack of effective propaganda and prevention of school violence; and the inadequate psychological counseling, support, and supervision by families and schools in some areas.
According to the Department of Education and Training of Ha Tinh province, the primary responsibility for student fights lies with the principals and homeroom teachers at the relevant educational institutions due to inadequate propaganda and education; failure to promptly monitor and understand students' psychological state; and insufficient coordination with families in managing and educating students. The role of the Youth Union and Children's Union in educating students' morals and character has also not been fully utilized in some areas.
Regarding families, the Department's report also points out that, due to various circumstances such as parents working far away or divorce, some parents have not paid close attention to or promptly supervised and supported their children, increasing the risk of deviant behavior and violence.
Strengthen prevention measures and strictly handle violations.
Based on current regulations, the province continues to direct the Department of Education and Training to strictly implement Government Decree No. 80/2017/ND-CP on a safe, healthy, and friendly educational environment and the prevention and control of school violence; Decision No. 1299/QD-TTg approving the Project "Building a culture of conduct in schools in the period 2018–2025"; Directive No. 08/CT-TTg on promoting the building of school culture, along with other relevant directives and plans of the Ministry of Education and Training and the People's Committee of Ha Tinh province.

The Department of Education and Training is tasked with leading and coordinating with relevant agencies and organizations to promote the dissemination of legal information; and to educate students on life skills and conflict resolution skills. Educational institutions should continue to strengthen and improve the effectiveness of school psychological counseling teams; and enhance monitoring and supervision of students' psychological development, friendships, and behavior to promptly detect risks and intervene early.
The province demands resolute action to prevent and address the situation where students resolve conflicts through violence and record video clips to post on social media; at the same time, it clearly defines the responsibility of schools if such incidents occur.
Regarding inter-agency coordination, the Provincial Police will continue to strengthen cooperation with the Department of Education and Training and the People's Committees of communes and wards in managing and educating students, ensuring security and order in schools; and promptly investigate and strictly handle violations of the law related to school violence.
The Provincial Youth Union, in coordination with the Department of Education and Training, has implemented effective educational models such as "Mock Trials" and forums like "Building Beautiful Friendships, Saying No to School Violence," contributing to the education of legal awareness and the building of a healthy lifestyle for union members and young people.
In addition, the Chairpersons of the People's Committees of communes and wards are required to strengthen the direction of propaganda and education on ethics, lifestyle, life skills, and prevention and control of school violence at educational institutions under their management; and to promote the role of families and society in detecting, preventing, and repelling the risks of school violence.
By clearly identifying the causes and responsibilities, implementing preventive solutions, coordinating closely, and strictly handling violations, Ha Tinh aims to build a safe, disciplined, and humane educational environment; ensuring the right to learn in a healthy environment for students and strengthening the trust of parents and the people in schools.
