During the past term, Ha Tinh's agriculture faced many unpredictable changes. However, with the decisive leadership of the province, the coordinated efforts of the Party committee and government, and the perseverance and creativity of the farmers, many important targets have been achieved. Agriculture continues to affirm its role as the "pillar" of the economy , ensuring food security, maintaining social stability, and making a positive contribution to overall growth with an average increase of over 3% per year.
In response to the demand for large-scale, modern agricultural development, the Provincial Party Committee issued Resolution No. 06-NQ/TU on leading and directing the implementation of land consolidation and accumulation associated with the construction of new rural areas in the period 2021-2025 and subsequent years (Resolution No. 06-NQ/TU).
After more than 3 years of implementation, the entire province has concentrated and accumulated over 13,000 hectares of agricultural land, achieving more than 87% of the set target. This contributes to the formation of large-scale commodity production areas associated with the application of science and technology and mechanization in the direction of "one variety, one season, one cultivation process". Mr. Nguyen Dinh Trung - Director of Ha Vang Agricultural Trade and Service Cooperative (Can Loc commune) affirmed: "The change in production methods has created a breakthrough in the fields, with outstanding rice yields. The cooperative has focused on ecologically safe production and achieved organic conversion certification, successfully building OCOP products."
Following the development orientation of the Resolution of the 19th Provincial Party Congress, the province has issued many important mechanisms and policies. Notably, Decision No. 1216/QD-UBND dated May 15, 2024, approving the "Scheme for the Development of Organic Agriculture in Ha Tinh Province giai đoạn 2024-2030".
To date, the province has over 108 hectares of crops certified as organic, nearly 300 hectares producing according to organic standards, and over 1,000 hectares of safe production certified. Many exemplary models have proven effective, such as the Dau Giang rice-farming cooperative (Ky Khang commune), the organic-circular production chain of Que Lam Group, and the Ngoc Boi village organic pomelo production cooperative (Phuc Trach commune)...
In addition, the application of science and technology, biotechnology, and digital transformation in agriculture has initially achieved remarkable results, with over 70 cooperatives and enterprises applying high technology in production and management; 135 production facilities with over 280 OCOP products and key products of the province being promoted and sold on the internet and e-commerce platforms.
Mr. Pham Van Huy, Director of Tri Duc Ha Tinh Co., Ltd. (Thach Khe commune), who received investment support to build the first high-tech orchid cultivation model in a modern greenhouse system in Ha Tinh with an area of 2,500 m² and a scale of over 80,000 plants, said: “The automatic sensor system and optimized production process using digital technology have helped orchids grow well in the harsh conditions of Ha Tinh, opening up prospects for the development of smart agriculture that adapts to climate change.”
In the fisheries sector, Ha Tinh continues to make a strong shift from small-scale to large-scale concentrated farming. The average total production for the period 2021-2025 reached 57,450 tons/year, an increase of 3.7%/year. Forestry continues to develop with the area of forests certified by FSC, VFCS/PEFC reaching 34,524 hectares. Ha Tinh is one of the first six provinces nationwide to pilot the transfer of greenhouse gas emission reduction results from the North Central region (ERPA), generating $6.48 million in revenue during the 2023-2025 period.
The achievements not only demonstrate the strong resilience of Ha Tinh's agriculture in the face of difficulties but also mark a transformation from small-scale production to development along value chains, linked to markets and sustainable standards. Entering the 2025-2030 term, the province has identified the key task as building agriculture in an ecological and sustainable direction, linked to the restructuring of the rural economy, striving to bring the value of agricultural, forestry, and aquatic products per hectare of land to 112 million VND by 2030.
Accordingly, Ha Tinh focuses on promoting the restructuring of production towards concentrated, specialized, and large-scale commodity production; improving productivity, quality, and maximizing the efficiency of production areas after land consolidation and concentration. At the same time, it focuses on developing key products associated with the OCOP program, building sustainable brands; applying carbon credit models to reduce greenhouse gas emissions; linking the development of forest environmental services with ecotourism; controlling IUU fishing, and protecting marine ecosystems...
The province will continue to implement Resolution 06-NQ/TU, linking it with the development of ecological and sustainable agriculture; enhancing the responsibility of the entire political system and the people in land consolidation, land accumulation, and building new rural areas. During the 2026-2030 period, the province will review and issue appropriate policies and mechanisms; encourage flexible land transfer, leasing, and contribution; and promote mechanization and automation. At the same time, the province will focus on attracting businesses to invest in commercial agricultural production, applying modern technology, and developing the processing industry; paying attention to human resource training, trade promotion, and building agricultural product brands; and leveraging the role of the Vietnam Fatherland Front and other socio-political organizations in disseminating information and mobilizing the people to participate in land accumulation and the development of large-scale ecological agriculture.
Building upon the achievements already made, along with the determination of the entire political system and the consensus of the people, Ha Tinh is steadfast in its aspiration to create a green and modern agricultural sector, promoting industrialization and modernization of agriculture and rural areas, and opening up a new and stronger phase of development in the integration process.
