Accordingly, Hai Duong province has focused on directing the site clearance work - a key and continuous task in developing industrial parks and implementing the provincial planning. With the motto of "going one step ahead", Party committees and authorities at all levels have proactively reviewed land funds, developed compensation plans, and supported resettlement to ensure publicity and transparency.
According to the Management Board of Industrial Parks of Hai Duong province, Hai Duong has been approved by the Prime Minister for the Provincial Planning for the period 2021 - 2030, with a vision to 2050, with 32 industrial parks with a total area of 5,661 hectares. To date, the province has established 18 industrial parks with a total planned construction area of about 2,973.3 hectares. Cleared more than 1,020 hectares of land; changed the purpose of use and leased nearly 850 hectares of land; signed land lease contracts for nearly 751 hectares; granted land use right certificates for nearly 751 hectares, and nearly 2,300 hectares of land have been handed over to investors.

There are 14 remaining industrial parks and phase 2 of Kim Thanh 2 industrial park with a total area of about 2,687.7 hectares that have not been established. In particular, the focus is on developing industrial parks according to ecological models, integrating high technology, smart management and ensuring harmonious development between economy - environment - society.
At a recent working session with Hai Phong City, Mr. Le Ngoc Chau, Chairman of Hai Duong Provincial People's Committee, emphasized that in the coming time, the district levels in the province must still accelerate the site clearance work for projects that are still stuck before the end of operation. Apply the policy of compensation and support for site clearance for people at the highest level according to the provisions of law, not letting people whose land is recovered suffer losses.
For Gia Loc, Kim Thanh, Dai An industrial parks, the site clearance must be completed no later than June 30, 2025. Lai Cach industrial park must complete the site clearance no later than November 30, 2025. Tan Truong and Phuc Dien industrial parks must complete the site clearance no later than April 30, 2025. Luong Dien - Ngoc Lien industrial park must complete 90% of the site clearance no later than June 30, 2025. The number of graves to be relocated must be carried out by the end of 2025.

The Provincial Industrial Park Management Board coordinates with the District People's Committee to develop a site clearance plan for each industrial park for implementation.
Investors who are handed over the land will promptly invest in technical infrastructure and attract secondary investors as soon as possible.
Accompanying infrastructure investors, the Department of Construction and the Provincial Industrial Park Management Board will shorten the appraisal time and grant investment licenses for projects to 5 days (including holidays).
According to Mr. Nguyen Trung Kien, Head of the Management Board of Industrial Parks of Hai Duong province, proactively creating clean land not only shortens the access time of investors but will also contribute to creating a competitive advantage for the province in attracting secondary investment capital.
In addition to creating land, Hai Duong province pays special attention to orienting industrial development in a green, environmentally friendly direction, taking quality and efficiency as the consistent goal. New industrial zones are planned, invested in and built synchronously and modernly, ensuring technical criteria, while at the same time arranging reasonable areas for trees, water surfaces, and social infrastructure works.
“Hai Duong province is determined not to trade the environment for economic growth, and will not attract projects that have a high risk of causing pollution, consuming energy, and using outdated technology,” Mr. Kien affirmed.
The synchronous measures from the province to the grassroots have created high consensus, which is the basis for increasing the efficiency of creating clean land for industrial parks. Thereby, it is convenient to attract and concentrate investment resources to develop technical infrastructure and invest in production and business.
Up to now, industrial parks in the province have 450 valid investment projects (18 industrial park infrastructure investment projects and 432 secondary investment projects).
