Vietnam Customs strengthens anti-smuggling coordination with Hong Kong Customs, China

The General Department of Vietnam Customs and Hong Kong Customs, China have agreed on specific professional cooperation activities and identified key directions for cooperation in the coming time.

In order to strengthen cooperation activities in preventing and combating smuggling and trade fraud, especially promoting cooperation in preventing and combating illegal transportation of drugs and other transnational crimes, contributing to ensuring security, community safety and legal trade of both sides, from September 22-23, Mr. Nguyen Van Can, Director General of the General Department of Vietnam Customs led a delegation of Vietnam Customs to visit and work at Hong Kong Customs, China.

At the official meeting between Director General of Vietnam Customs Nguyen Van Can and Director General of Hong Kong Customs and Excise, China Ha Boi San, the two sides discussed and highly appreciated the effectiveness of cooperation activities in the past time on the basis of the Cooperation Agreement on mutual administrative support in customs matters between the two units, signed on June 28, 2013.

The two General Directors agreed on specific professional cooperation activities, identified key directions for cooperation in the coming time, with a special focus on improving the effectiveness of drug prevention cooperation through concretization in information exchanges on suspicious subjects, routes, shipments, etc.; information on arrests, thereby supporting each other in investigations to promptly detect from a distance and early on organized, transnational drug crime activities.

At the meeting, the two sides also determined to enhance cooperation mechanisms to prevent violations of international conventions to which both sides are members, such as the CITES Convention, illegal transportation of tobacco, violations of intellectual property enforcement and other customs violations. Accordingly, the two sides agreed to establish contact points in these areas to promptly inform each other and enhance control effectiveness.

The two sides agreed to continue to actively and effectively participate in the “Mekong Dragon” Campaign jointly initiated by Vietnam Customs and China Customs in combating illegal transportation of drugs and wild plants and animals within the region and inter-regional scope, promoting the concretization of coordinated actions in joint control activities in the spirit mentioned in the joint statements of the two sides' senior leaders.

Representatives of the two agencies also agreed to improve the effectiveness of cooperation to strengthen control capacity through technical support activities, workshops, and training on information collection, analysis, and investigation techniques in the coming time.

During the visit and working with Hong Kong Customs, China, the delegation visited and worked at Kwai Chung seaport and Hong Kong international airport on drug control and prevention, illegal smuggling and transportation on sea routes and air routes to propose a mechanism for cooperation and timely information sharing in control work.

This is the first visit and working session between the two agencies after the signing of the Cooperation Agreement, marking a new step forward in more substantial and effective cooperation between the two sides to promote the facilitation of legal trade and ensure international supply chain security in the context of many changes in the world .
