Limiting straw burning after spring rice harvest in Ha Tinh

(Baohatinh.vn) - The Department of Agriculture and Environment of Ha Tinh emphasized that the burning of straw not only affects beneficial organisms and the rice field ecosystem, but also pollutes the environment.

The 2025 Spring rice crop is in the harvest stage. Through practical inspections in the fields, the situation of burning straw is still occurring in localities such as Thach Ha, Can Loc, Cam Xuyen, Ky Anh... affecting beneficial organisms and the rice field ecosystem; causing water evaporation in the soil and in the long term can cause the soil to become hard and poor in nutrients; in addition, the situation of burning straw also causes air pollution (dust, smoke) affecting the lives of rural and urban residents, causing traffic insecurity on many routes; many fires spread, potentially causing the risk of losing control of fire safety in the area.

To limit the consequences on agricultural production and minimize negative impacts on the environment, ensure traffic safety, fire prevention and fighting safety, the Department of Agriculture and Environment requests the People's Committees of districts, cities and towns to direct specialized departments, People's Committees of communes, wards and towns to regularly propagate and disseminate to residential groups, residential clusters, villages, hamlets, households and agricultural producers about the harmful effects of burning straw on the environment, on people's health, affecting traffic safety and consequences for agricultural production; request agricultural production households after harvesting not to dry rice, straw, or thresh rice on the road; not to burn straw, stubble, agricultural by-products causing air pollution, traffic safety risks and fire prevention and fighting; not to indiscriminately dump straw into irrigation and drainage canals, causing blockage of water flow.

Continue to promote propaganda, guidance, and raise people's awareness of collecting, processing, preserving, and using straw after harvest; of the role and importance of straw in agricultural production, especially organic and circular agricultural production; monitor, encourage, and urge farmers in the area to apply measures to collect, process, and use straw and agricultural by-products for useful, effective, and environmentally friendly purposes.

Instruct, support, and provide people with information and technical solutions for collecting, preserving, and processing straw after harvest such as: burying straw after harvest to improve soil, increase humus, reduce chemical fertilizers, use biological products to compost straw for animal feed or organic fertilizer; preservation measures for long-term storage as bedding, mushroom growing medium, and covering crop roots; encourage mechanization of straw collection and processing (straw rolling machine, straw burying machine).

Continue to implement the contents of the former Department of Agriculture and Rural Development, the former Department of Natural Resources and Environment, now the Department of Agriculture and Environment on instructions for collecting, processing and using crop by-products.

Direct the Department of Agriculture and Environment; Chairmen of People's Committees of communes, wards and towns to regularly inspect, supervise, promptly detect and strictly handle organizations, individuals and households that burn straw, crop by-products and other wastes in violation of the law; strictly handle violations according to the law.
