According to the Vietnam Automobile Transport Association, there are currently about 1 million commercial vehicles nationwide that have switched to using yellow license plates as prescribed, but most of them have not changed their vehicle registration certificates to match the new license plate color. The main reason is that the vehicles are in a mortgaged state at the bank, with the vehicle registration certificate as collateral. Borrowing or withdrawing the old vehicle registration certificate to go through the procedures to change to a new one is difficult.

In some cases, banks only support when the car owner mortgages additional assets or cash. Cases of bad debt or unfavorable credit relationships are almost never resolved. In addition, some transport businesses have loan records that are being sealed by the investigating agency, making it even more impossible to change vehicle registration.
Statistics from the Vietnam Register show that currently, about 850,000 out of more than 1 million transport vehicles have changed to yellow license plates, however, many of them have not yet changed their vehicle registration papers, leading to inconsistencies between the registration papers and the actual license plates. With this situation, hundreds of thousands of vehicles are at risk of being denied inspection because they have not completed the procedures for changing vehicle registration papers according to regulations. Transport associations recommend that there should be flexible solutions and a suitable roadmap so that vehicle owners have enough time to handle the situation, both ensuring compliance with legal regulations and not affecting transport business activities and vehicle inspection.
In addition, many vehicle owners who are mortgaging their vehicles at banks have changed their vehicle registration certificates according to the new regulations. However, there are still some problems due to the lack of coordination between banks and borrowers. The Vietnam Registry Department said that in reality, in many cases, vehicle owners can borrow the vehicle registration certificate (old version) from the bank to carry out the procedure to change the new registration. Some are supported because they have good credit relationships, or borrow documents through the form of additional mortgage of assets or cash. There are cases where banks send officers to bring the vehicle registration certificate with the vehicle owner to carry out the procedure at the registration office. However, in cases where customers have bad debts, unfavorable credit relationships, or loan applications are temporarily held by the investigation agency, it is almost impossible to access the old vehicle registration certificate to carry out the change according to the new regulations.
The leaders of the Registration Department acknowledged that the main problem lies in the fact that many banks have not created conditions for car owners to borrow the old vehicle registration certificate to carry out the procedure to change to a new one.
To remove difficulties and ensure consistency in implementing new regulations under the Law on Road Traffic Order and Safety, Decree 166/2024/ND-CP, Circular 79/2024/TT-BCA, the Department of Vehicle Registration recommends that the Ministry of Construction report to the Government for consideration and issue a document directing the State Bank to request commercial banks to create conditions for vehicle owners who are eligible for mortgage loans to borrow back the old vehicle registration certificate, or send an officer to bring the documents with the vehicle owner to complete the procedures for changing the new registration certificate according to regulations.
The Ministry of Public Security has directed the Traffic Police Department and its affiliated vehicle registration units to create maximum convenience for people, especially in handling cases where vehicles are mortgaged at banks but still need to change their registration papers to ensure compliance with legal regulations. This move is not only to support people and businesses but also to unify vehicle data between the registration agency and the inspection agency, better serving the management, monitoring and handling of traffic violations in the coming time.
