Hai Hau District People's Council improves the quality of questioning and answering activities

Fulfilling the promise to voters of Hai Hau district in the 17th session of the 19th Hai Hau District People's Council on overcoming issues related to investment, renovation, upgrading, and solidification of canals, overcoming landslides on canals in the irrigation system serving production and people's lives, Hai Hau Irrigation Works Exploitation One Member Co., Ltd. has compiled the projects for renovation, upgrading, and solidification of canals and reported to the superiors. Hai Hau District People's Committee has reported and proposed a list of key projects in the planning of Nam Dinh province for the period 2021-2030, with a vision to 2050, including solidification of canals and upgrading of irrigation works. The Standing Committee of Hai Hau District Party Committee has approved and agreed on the plan of Hai Hau Irrigation Works Exploitation One Member Co., Ltd. on the number of projects to overcome landslides on canal slopes, including: 8 canal sections with a length of 1,940m. In addition, every year, Hai Hau Irrigation Works Exploitation One Member Co., Ltd. together with communes and towns develop a regular repair plan and organize the repair of some damaged canal roofs, thereby promptly repairing and ensuring the safety of canals serving agricultural production and aquaculture of people in the district.

In response to the question regarding the handling of incinerators in communes that are not operating in accordance with regulations, causing environmental pollution, the People's Committee of Hai Hau district has issued a document to rectify the collection, transportation and treatment of domestic waste at domestic waste treatment areas in communes and towns; and to implement the Project on collection and transportation of domestic solid waste in the district. The People's Committee of the district also requested the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) to regularly inspect, urge and directly guide the People's Committees of communes and towns to classify, collect, transport and treat domestic waste; instruct communes and towns to invest in and upgrade the synchronous smoke treatment system with domestic waste incinerators that meet environmental standards and meet technical regulations according to QCVN 61-MT:2016/BTNMT to ensure environmental criteria in model new rural areas, civilized urban areas and towards model new rural districts. In particular, when the inter-district centralized waste treatment area is completed, all waste generated in the district will be brought to the inter-district centralized waste treatment area. The district People's Committee directs the People's Committees of communes and towns to plan waste collection points in the locality; at the same time, regularly coordinate with the district's mass organizations to organize propaganda to guide people to properly classify and treat waste at the source, reducing the amount of waste brought to the centralized waste treatment area in communes and towns. Thanks to that, up to now, the district has no longer had the situation of incinerators in communes and towns causing environmental pollution.

Comrade Do Thanh Hung, Vice Chairman of the Hai Hau District People's Council, said: To improve the quality of questioning and answering questions, before each regular session of the District People's Council, the Standing Committee of the District People's Council directs the People's Council Committees to proactively review outstanding issues early, organize surveys and supervision (monitor according to plan and supervise the implementation of the chair's conclusions on questioning and re-questioning of the People's Council sessions), organize meetings with voters, meet citizens in the candidate area, synthesize issues into thematic groups to advise the Standing Committee of the District People's Council, advise the chair to select questioning content, suggest discussions at each session to ensure that the questions are correct and accurate to the issues that the People's Council delegates as well as voters in the district are interested in. In particular, to ensure that the questioning activities achieve quality and effectiveness, the questioning sessions in the District People's Council sessions are conducted scientifically and flexibly by the chair, promoting the democracy and responsibility of the People's Council delegates; At the same time, the issue is suggested for delegates to focus on questioning and discussing to clarify the content of the request. Regarding the content of the questioning, in addition to the main answers of the leaders of the People's Committee and the departments and offices of the District People's Committee, if there are issues related to the responsibilities of agencies and units, the meeting chair invites the heads of agencies and units, the chairmen of the People's Committees of communes and towns to explain and clarify the issues questioned by delegates. During the questioning sessions, the Chairman of the District People's Committee reported on the acceptance and additional clarification of the issues questioned by the People's Council delegates that the leaders of the People's Committee, leaders of the departments, offices and related units have not fully answered; the report further clarified the results achieved, the innovations in the direction and administration of the District People's Committee; emphasized the requirements, tasks and solutions for implementation and assigned responsibilities to the departments, offices and related units to resolve the issues in accordance with the regulations. At the end of the question-and-answer session, the chairman concluded, assessed the results achieved, the limitations and requested the District People's Committee to pay attention to directing the sectors to have appropriate solutions for better implementation in the coming time. At the same time, assigned the District People's Council Committees, delegations and District People's Council delegates to supervise the implementation of the answers of the leaders of agencies and units at the question-and-answer sessions, thereby clarifying the responsibilities of the leaders of the relevant units in implementing the conclusions of the District People's Council on the question-and-answer issue. In addition, the question-and-answer sessions at the meeting were broadcast live on the district radio system for voters and people to follow and supervise the activities of the District People's Council...

Through the question-and-answer activities of the Hai Hau District People's Council, each content and question, especially issues of concern to voters and society, have been answered very clearly and specifically, creating clear changes, contributing to promoting socio -economic development, successfully completing the targets and tasks set out in the Resolution of the District Party Congress for the 2020-2025 term.
