Speaking at the Congress, Prime Minister Pham Minh Chinh assessed that in recent times, the banking sector has promptly completed the legal institutions on currency and banking activities and has made breakthroughs; Monetary policy continues to be managed proactively, flexibly, promptly, effectively, coordinated synchronously, harmoniously, and closely with fiscal policy and other macroeconomic policies; Strong structure and compulsory transfer of 4 banks; Always pioneering and leading in digital transformation; Implementing the project to streamline the apparatus, ensuring smooth, continuous, safe, effective operations, without interruption, without congestion, without affecting credit institutions, people and businesses; implementing patriotic emulation movements well, achieving results.

The Prime Minister also pointed out that we are witnessing unprecedented profound changes on a global scale in politics , economics, strategic competition, the strong shift of financial, economic and production centers, the explosion of science and technology, along with increasingly present challenges in climate change, energy security, traditional and non-traditional security. This is both a challenge and an opportunity for strong development for countries, including Vietnam - when there is a stable political system and the need to continue to ensure macroeconomic stability.

To achieve the two 100-year strategic goals in 2030 and 2045, the Party Central Committee and the Politburo have set a target of continuous double-digit growth in the future. “This is an extremely difficult target but it is not impossible. This requires the banking industry to continue to promote the achieved results, continue to promote emulation movements, compete with other industries, compete with units in the industry, and compete between individuals to successfully carry out the political tasks assigned to the industry and each affiliated unit,” said the Prime Minister .

The Prime Minister said that the banking system must accompany the country, people, and businesses; harmonize benefits, share risks, save costs, thereby reducing interest rates; be flexible in management, in handling, and in banking activities with the spirit of serving the people; make the country stable, develop, and the people prosperous and happy. Specifically, the Prime Minister requested the banking industry to thoroughly grasp, propagate, disseminate, and effectively and creatively implement the Party's guidelines and policies, the State's policies and laws on currency and banking. Emulation movements must be closely linked to the organization and implementation of the industry's key and urgent political tasks; Focus on developing science, technology, innovation, and digital transformation. Continue to standardize and improve service quality; continue to take the lead and actively contribute to national target programs and social security programs, leaving no one behind. Strengthen control of credit flows; harmonious combination of credit policies.

The Prime Minister asked the banking sector to achieve the consistent goal of “contributing to maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, promoting rapid, high but sustainable growth. At present, macroeconomic stability must be prioritized”.

Previously, in her opening speech at the Congress, Governor of the State Bank Nguyen Thi Hong acknowledged that in the past term, despite facing many difficulties and challenges from the Covid-19 pandemic, natural disasters and complicated and unpredictable developments in the world and domestic economic situation, the Party Standing Committee and the State Bank's Board of Directors closely followed the direction of the Party and the State to direct collectives and individuals in the banking sector to uphold the spirit of solidarity, strive to overcome all difficulties and challenges, strive to excellently complete all assigned political tasks, and achieve many important and comprehensive results in all aspects of work. The achievements of the banking sector have made an important contribution to controlling inflation, stabilizing the macro-economy, promoting the economy to recover soon after the Covid-19 pandemic and develop strongly, contributing positively to the overall results of the country in the period 2021 - 2025.

Governor Nguyen Thi Hong emphasized that, in order to contribute with the entire political system to turn Vietnam into a strong and prosperous country as the goal set by our Party and State, each collective and individual in the banking industry should promote their roles and achievements and constantly strive, make efforts, innovate and create; improve the quality of performing assigned tasks with the aspiration and determination to devote themselves to the common development of the country and the industry.
