Pressure to comply with green standards increases sharply
According to the Hai Phong Department of Industry and Trade, the city's export goods - especially textiles, footwear, and equipment - are under great pressure from new EU regulations such as the Border Carbon Adjustment Mechanism (CBAM), the Sustainable Textile Strategy, or requirements on supply chain responsibility.
The Department of Industry and Trade recommends that businesses proactively invest in cleaner production, improve energy efficiency, and use environmentally friendly materials; and at the same time, improve technical compliance capacity, from rules of origin to safety and ecological criteria. Businesses need to strengthen cooperation with support programs of the Ministry of Industry and Trade and international organizations to receive advice on green certification and eco-labels - mandatory "passports" when entering the EU market.
Many policies support SMEs but need to be more proactive
In the context that most of Hai Phong's enterprises are SMEs, the State has implemented a series of support policies such as: Project to support small and medium enterprises for the period 2021-2025, National Trade Promotion Program, and Supporting Industry Development Program.
However, the level of utilization by businesses is still limited. The Department of Industry and Trade emphasized that businesses need to: Proactively link chains, share costs of certification, inspection, and product promotion; Take advantage of training courses on export, digital transformation, and clean energy that the Department periodically organizes; Participate in technical consulting programs to reduce costs of complying with European standards.
"Only when businesses change themselves and proactively seek support resources will policies be effective," said a representative of the Department of Industry and Trade.
Hai Phong implements many sustainable action programs
Hai Phong City is promoting the National Action Program on Sustainable Production and Consumption for the 2021-2030 period with many key contents.
Specifically, implementing the Project on Restructuring Hai Phong's Industry to 2025, with a vision to 2030, towards high-tech industry and green production; supporting sustainable import-export enterprises, providing market information, disseminating documents guiding international environmental commitments;
Organize online training courses domestically/internationally on resource efficiency, cleaner production, sustainable design, eco-labels, green market development; Build a green logistics and distribution business system, especially in the city's logistics centers.
These programs are considered an important foundation to enhance the integration capacity of the business community and maintain Hai Phong's competitive advantage in the long term.
Three strategic priorities of Hai Phong in the EVFTA period
To make the most of the EVFTA, Hai Phong identifies three strategic priorities:
First, develop green industry and sustainable supply chains, reduce emissions in key industries.
Second, strengthening integration capacity for businesses, especially SMEs – the group most vulnerable to new EU standards.
Third, promote trade and build Hai Phong's product brand in the EU market, enhance product value and recognition.
EVFTA is an opportunity but also a test. If not transformed in time, businesses may lose the market to competitors who have “greened” faster. But if they grasp the right direction, Hai Phong can completely become the center of green industry and sustainable export of the whole country in the next decade.
