Hiep Duc focuses on streamlining the organizational structure

Leaner, more efficient

To specify Resolution No. 18 dated October 25, 2017 of the Central Executive Committee (12th tenure), the Standing Committee of Hiep Duc District Party Committee has deployed, disseminated and built a plan with tasks and roadmaps suitable to the specific conditions of the district to effectively lead and direct implementation.

The Standing Committee of the District Party Committee assessed that the reorganization of the political system in the spirit of Resolution No. 18 was carried out publicly and democratically, creating consensus among the cadres, civil servants, and public employees (CBCCVC) of each agency, unit, and the people.

The work of arranging and perfecting the organizational structure of agencies and units has been focused on and achieved some positive results, basically ensuring a more streamlined and effective direction, reducing overlapping functions and tasks, reducing the number of focal points, the number of leaders and employees.

The arrangement, consolidation and improvement of the organizational apparatus from district to commune to be streamlined, operate effectively and efficiently, associated with the streamlining of the staff of the Party bloc, the Front, socio-political organizations and units under the District People's Committee according to the staff streamlining roadmap set out in the projects and plans issued and the restructuring of the staff according to the job position project. Thereby contributing to improving the operational, management and operational capacity of the political system in the district as well as the quality of the staff.

In the process of implementing Resolution No. 18, according to Ms. Tran Thi Hang - Standing Deputy Secretary of Hiep Duc District Party Committee, the District Party Committee and the Standing Committee of the District Party Committee have focused on leading and directing the concretization of documents of the superior Party Committees to lead and direct the work of cadres, build cadres, organize the apparatus, and manage the payroll of the political system in the district.

Decentralization and delegation of authority in personnel work have always been carried out quite well through the development, amendment and supplementation of regulations on decentralization of personnel management and appointment and introduction of candidates. In the current period, implementing the Central's direction on streamlining the organization of the political system, the Standing Committee of Hiep Duc District Party Committee focuses on directing the development of projects and preparing conditions according to regulations to have a basis for deciding to perfect and rearrange specialized agencies under the District Party Committee and District People's Committee.

Mr. Nguyen Van Tinh - Secretary of the District Party Committee, Chairman of the People's Council of Hiep Duc district affirmed that the policy of streamlining the Central apparatus organization is a major policy, the locality is determined to implement it seriously and effectively, "only discuss, not retreat".

On February 12, 2025, the Standing Committee of Hiep Duc District Party Committee issued Project No. 06 to establish the District Party Committee's Propaganda and Mass Mobilization Committee, on the basis of merging the District Party Committee's Propaganda and Mass Mobilization Committee and the District Party Committee's Mass Mobilization Committee. In the administrative sector, the People's Committee of Hiep Duc District has just submitted to the People's Council of the same level for consideration and approval of the Project to arrange and perfect specialized agencies under the District People's Committee.

Mr. Vo Van Khoi - Head of the Department of Internal Affairs of Hiep Duc district said that the district People's Committee has 11 specialized agencies. After the arrangement and consolidation, the total number of specialized agencies under the district People's Committee is 9 (reduced by 2 agencies), including: Department of Internal Affairs; Department of Agriculture and Environment; Department of Culture, Science and Information; Department of Education and Training; Department of Economics , Infrastructure and Urban Areas; District Inspectorate; Department of Justice; Department of Finance - Planning; Office of the People's Council and People's Committee of the district. At the same time, 2 heads will be reduced and the number of deputies and specialized civil servants will be continued to be reduced according to the staff streamlining roadmap in the coming time.

According to the proposed roadmap, the arrangement and consolidation of professional agencies under the People's Committee of Hiep Duc district will be completed before February 20, 2025. Mr. Nguyen Van Tinh said that the consolidation of professional departments under the People's Committee of the district, or the transfer of functions and tasks, aims to ensure unity and management by sector and field from the central to local levels; ensuring "streamlining - compactness - strength - efficiency - effectiveness - efficiency" in the spirit of Central Resolution No. 18 (term XII).

After 7 years of implementing the Central Resolution No. 18 (12th term), Hiep Duc currently has 43 grassroots party organizations (7 organizations reduced). The District People's Committee still has 11 specialized agencies (1 agency and 1 chief position reduced). The whole district still has 22 schools (3 schools and 3 management staff reduced); 6 public service units (6 units and 6 chief positions reduced); 10 commune-level administrative units (2 units reduced) and is expected to reduce 36 cadres, civil servants and 24 non-professional workers...
