Bac Kan is a mountainous province with diverse terrain, with more than 80% of ethnic minorities living there. This is also a province with many famous natural landscapes and historical sites such as Ba Be Lake, ATK, Cho Don, etc. In recent years, with high political determination, the Party Committee and the government of Bac Kan province have focused on comprehensive leadership and direction in all aspects, focusing on implementing key programs and projects such as: socio-economic development, new rural construction, sustainable poverty reduction, thereby contributing to changing the face of the entire mountainous countryside in the vast Northwest region.
Focus on sustainable poverty reduction
According to the representative of the Bac Kan Provincial Party Committee, before 2010, the local economy was still purely agricultural, the transport infrastructure was slow to develop, the people's lives, especially those of ethnic minorities, faced many difficulties and deprivation, typically two of the 64 poorest districts in the country were Ba Be and Pac Nam, and hundreds of villages and hamlets in region 3 - a particularly difficult region.
At the same time, the Party and State's policies and resolutions on sustainable poverty reduction were issued. Provincial leaders promptly seized the opportunity, mobilized all levels and sectors, and focused all resources on implementing programs and projects to support people in developing the economy and gradually increasing their income. The entire political system from the province to the grassroots level in Bac Kan took part.
The movement to develop production, escape poverty and get rich has been carried out by all levels and sectors together, in which the important and effective contribution of the Social Policy Bank is noteworthy.

Director of the Social Policy Bank of Bac Kan province, Mr. Ha Sy Con, a Tay ethnic, a son of the revolutionary base of Cho Don, has had 20 years of direct work at this special credit institution. He said: with the operational orientation since its establishment (in 2003) to date being to implement preferential credit policies for the poor and other policy beneficiaries, the unit has always closely followed the policies and resolutions of the Party and the State, received the attention and direction of the superior Bank, of local leaders along with the spirit of efforts to overcome difficulties of the credit staff, thanks to which, the unit has effectively implemented appropriate solutions, mobilized large capital sources from many channels, many customers, many forms and cleared the flow of policy capital, contributing practically to helping people reduce poverty and improve the quality of life.
As of March 31, the Bac Kan Provincial Bank for Social Policies implemented 12 preferential credit programs of the Government and localities with a total capital of VND 3,528 billion; an increase of VND 22.5 billion compared to the end of 2024. The achieved results affirm the efforts of the Bac Kan Provincial Bank for Social Policies in synchronously implementing appropriate solutions to mobilize large capital sources, fully meeting the demand for loans to invest in family economic development, improving the lives of a large number of poor households, near-poor households, including households that have just escaped poverty.
The above results also demonstrate that Party committees and authorities at all levels in the mountainous areas of the Northeast have thoroughly grasped the content of Directive 40-CT/TW of the Secretariat "on strengthening the Party's leadership over social policy credit" through drastic direction of transferring capital sources originating from the State budget to a single focal point, the Social Policy Bank, for use and management according to regulations, while balancing and supplementing local budgets entrusted through the Social Policy Bank to increase lending resources for specific policy subjects in the area.
All capital provided by the Central Government, including more than 137 billion VND of local budget capital transferred, has been promptly transferred by transaction offices of the Social Policy Bank of Bac Kan province to the correct address and beneficiary through the Commune Transaction Point system with the network of Savings and Loan Groups in villages and residential areas, helping people with capital to proactively go to the fields and forests during the production season, creating income.
Unblocking the flow of credit
The flow of policy credit has always been unblocked in the land rich in revolutionary traditions, adding bright colors to the socio-economic picture of Bac Kan, especially in the most difficult places such as remote areas, ethnic plains, and the revolutionary base of Cho Don.

Specifically, in the past 5 years, the lending turnover of the Social Policy Bank of Bac Kan province reached more than 4,836 billion VND with 97,276 poor households and policy beneficiaries receiving loans, contributing to the implementation of the Resolution of the Bac Kan Provincial Party Committee on poverty reduction in recent years with good results, averaging 2% - 2.5% per year. Poor districts and especially difficult communes have seen a stronger decrease of 4% - 5%.
The good reputation of the effectiveness of policy credit capital in the mountainous areas of Bac Kan commune has also "resounded far and wide". A clear example is Pac Nam, one of the two poor districts of Bac Kan province, thanks to timely preferential capital support, which has become a "lever" to help many ethnic minority families escape poverty and develop their economies. Notably, the household of Mr. Ly Van Kieu, Na Vai group, Nghien Loan commune, from an initial loan of 50 million VND to raise buffaloes and cows for fattening and reproduction, the model is proving effective, helping his family have a good income.
Or like the family of Mr. Nong Van Nghiep in Na Leng village (Yen My commune, Cho Don) is a poor household. In 2020, his family received support for a buffalo from the National Target Program for Sustainable Poverty Reduction. After that, he boldly borrowed 60 million VND from the Social Policy Bank to buy 8 more cows, invest in barns, and grow grass to develop livestock farming. The herd of buffaloes and cows reproduces well every year, bringing in a stable income to help his family escape poverty and have more money coming in. With more capital, he learned and started a porcupine farming model and invested in forest planting to further improve his family's life.
Not only in the poor district of Pac Nam and the ATK Cho Don area, but also in the whole province of Bac Kan, policy credit capital has covered the mountainous area of nearly 5,000km2, with 100% of poor households and ethnic minority families having and are having convenient access to preferential credit policies of the Party and State.
It can be affirmed that, from a locality with many difficulties in terms of geography, terrain, and a large population of ethnic minorities, the Bac Kan Provincial Social Policy Bank has made great efforts in mobilizing resources to one focal point to create capital, while expanding and effectively implementing the Government and local credit policy programs.
Typically, along with the annual growth in capital, overdue debt is controlled and significantly reduced, transaction activities in the commune are stable and orderly, actively advising the Party Committees and authorities at all levels to pay attention to effectively implementing the Party's policies, Resolutions and decisions of the National Assembly and the Government, focusing on prioritizing the allocation of local budgets entrusted to the Social Policy Bank for lending to poor households and other policy beneficiaries in the area.
This outstanding achievement is considered by the Party and State as a "bright spot" and has become a "pillar" in sustainable poverty reduction; many typical and advanced collectives and individuals in the emulation movement of good and creative workers in the journey of policy credit for social security and justice have been commended and rewarded by leaders of the banking industry and local authorities.
Promoting the achievements, the Social Policy Bank of Bac Kan province continues to actively implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period, promoting the implementation of emulation movements for good workers and creative workers "joining hands with the whole country to build new rural areas", "joining hands with the whole country for the poor, leaving no one behind", "banking staff practice ethics, practice their profession, and be passionate about creativity"; strive to improve the quality of operations and credit quality, maintain the role as a bright spot, a pillar in the sustainable poverty reduction campaign, worthy of being a bank staff "understanding the people's hearts, wholeheartedly serving" poor households and ethnic minority families in the highlands of Bac Kan.
