In 2023, due to the impact of the world situation, industrial production activities in the province continued to face many difficulties. In that context, Ninh Binh province focused on leading and directing the synchronous implementation of tasks and solutions, promptly removing difficulties and obstacles, creating conditions for enterprises to maintain and develop production and business. Therefore, the industrial production value in 2023 of the whole province still achieved positive growth compared to the previous year.

Assessing the province's industrial production situation in 2023, Mr. Duong Duc Dang, Director of the Department of Industry and Trade, said: In 2023, the province's industrial production faced negative impacts from external factors such as: Low domestic and international market demand, so businesses could not sign new orders, even had signed orders canceled, the competitiveness of domestic and imported goods was high, lack of input materials for production, high inventories forced many businesses to proactively cut production levels.
Having identified unfavorable factors in production, from the beginning of the year, the province organized 3 inspection teams to encourage production in the early spring of Quy Mao in 8 districts and cities. The Provincial People's Committee established a Working Group headed by the Chairman of the Provincial People's Committee to remove difficulties and effectively support businesses, investors and investment projects in the province. With the motto of accompanying businesses, the leaders of the Provincial People's Committee regularly conduct field inspections, listen to reports and direct the immediate resolution of recommendations and proposals from businesses, cooperatives, organizations and individuals.
The Provincial People's Committee organized a "Conference to remove difficulties and obstacles, promote production and business of enterprises in industrial parks and industrial clusters"; maintained monthly dialogues, which received positive responses from enterprises and cooperatives, contributing to creating trust, consensus, determination and efforts to overcome difficulties.
The Provincial People's Committee worked with the working group of Vietnam Electricity Group on the electricity supply situation, including determining the order of priority, power cut plans for each area, and appropriate time, ensuring production for factories producing key industrial products of the province.
The Provincial People's Committee has focused on implementing Resolution No. 105/NQ-CP dated July 15, 2023 of the Prime Minister on tasks and solutions to remove difficulties for production and business, promote administrative reform, tighten discipline and order; direct departments, branches, People's Committees of districts, cities and the Provincial Business Association to remove difficulties for people and businesses, increase the ability to absorb credit capital...
Effective solution
With the strong direction of the Provincial People's Committee, a series of effective solutions have been implemented by all levels and sectors. In particular, it is necessary to mention fiscal policies to support taxes and credit capital to help businesses and people reduce cost pressure and overcome difficulties. Accordingly, the province has reduced environmental protection tax by over VND 137.4 billion; extended the deadline for paying value-added tax by VND 566.5 billion; extended the deadline for paying special consumption tax by VND 1,576 billion; and reduced value-added tax by VND 325.9 billion.
In addition, the province has promoted the implementation of receiving dossiers and returning VAT refund results electronically to ensure tax refunds are made to the right subjects, in accordance with the State's policies and laws, and to create conditions for businesses to quickly turn over capital, improve the efficiency of capital use, and contribute to promoting production and business; VAT refunds have been made for 67 request dossiers with an amount of VND 485.7 billion.
Along with that, credit institutions in the province basically ensure credit capital for production and consumption development, implement credit programs and policies according to the Government's policies, instructions of the State Bank of Vietnam and ministries and branches, ensure capital supply for the economy ; continue to implement solutions to reduce interest rates, especially reducing lending interest rates for loans with outstanding balances and new loans; focus on assessing and grasping difficulties and obstacles of people and businesses to deploy solutions to remove them, creating favorable conditions for people and businesses to access and absorb bank credit capital to restore and develop production and business. The total mobilized capital of banks and credit institutions in the province reached 66,058 billion VND, up 13.6% compared to the beginning of the year, meeting 58.23% of total outstanding credit; Total outstanding loans are estimated at 113,450 billion VND, up 3.64% over the beginning of the year.
To support businesses in improving production and business efficiency, the Provincial People's Committee has focused on guiding units receiving national industrial promotion funds (KCQG) and local industrial promotion funds (KCĐP) to develop and implement projects approved in 2023; to date, 3/3 KCQG projects have been completed with a total support fund of 3.5 billion VND, and 28/32 KCĐP projects are being implemented with a total support fund of over 3.6 billion VND. 33/36 trade promotion projects have been implemented with a total fund of over 3.8 billion VND, and 3 projects have requested to stop implementation.
In parallel with implementing fiscal solutions, Ninh Binh province continues to effectively implement the Ninh Binh province's import and export development plan for the 2021-2025 period; develop a plan to organize a conference to disseminate methods for applying rules of origin of goods to enjoy incentives from free trade agreements and direct agencies and units to effectively implement and exploit free trade agreements. At the same time, continue to direct functional branches to monitor and grasp the labor and employment situation of enterprises, strengthen job counseling and introduction, labor market information; regularly monitor and grasp the labor recruitment needs of enterprises in industrial parks and clusters in the province to provide timely support, promote connection activities between enterprises and training institutions inside and outside the province, encourage enterprises and training institutions to sign cooperation agreements on labor training, etc.
With the drastic participation of all levels and sectors, synchronous implementation of many solutions to remove difficulties, promote growth, create conditions for enterprises to maintain and develop production and business, the GRDP value of the province's industry in 2023 reached 14,404.76 billion VND, up 1.51% compared to 2022; the industrial production value in 2023 of the whole province reached 102,893.2 billion VND, up 3.4% over the previous year. Although the growth rate is not high, it still achieved positive growth compared to the same period last year. This is the driving force for Ninh Binh province to strive to complete the industrial production plan targets of 2024 and the socio-economic development plan for the period 2020-2025.
