( Bqp.vn ) - In response to the requirements of the task of managing, protecting the sea and islands, maintaining law enforcement at sea of the Vietnam Coast Guard, which is always associated with the people, relies on the people, serves as a fulcrum for the people and aims to thoroughly grasp and implement Resolution No. 25-NQ/TW dated June 3, 2013 of the Party Central Committee on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation", Resolution No. 49-NQ QUTW dated February 21, 2015 of the Central Military Commission on "Strengthening and innovating the Army's mass mobilization work in the new situation", since the beginning of 2017, the Party Committee of the Vietnam Coast Guard has led and directed the Coast Guard Political Department to build a mass mobilization work model "Coast Guard accompanies fishermen" and directed and guided Coast Guard units to implement this model in many coastal localities.
Senior Lieutenant General Vo Minh Luong, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense visited the exhibition area of documents on Propaganda and Dissemination of the Law on Vietnam Coast Guard at the Conference to Summarize the Implementation of the Project "Propaganda and Dissemination of the Law on Vietnam Coast Guard for the period 2019-2023", March 2024.
In 2019, through the preliminary review and evaluation of the results of 2 years of implementing the mass mobilization model "Coast Guard accompanies fishermen", the Party Committee, the Coast Guard Command, together with the leaders, Party committees, authorities and people of coastal localities all recognized the superiority and practical effectiveness of this model. From there, the Standing Committee of the Coast Guard Command Party Committee advised and proposed to the superiors to upgrade the model into the Mass Mobilization Program "Coast Guard accompanies fishermen" (abbreviated as the Program) for widespread deployment in 28 coastal provinces and cities. By the end of 2023, the Standing Committee of the Coast Guard Party Committee organized the signing of the Program of coordination in implementing the mass mobilization work "Coast Guard accompanies fishermen" with the Standing Committees of 27 coastal provinces and cities; In Ho Chi Minh City alone, the Standing Committee of the Coast Guard Party Committee assigned the Standing Committee of the Coast Guard Region 3 Party Committee to organize the signing with the City Party Committee's Mass Mobilization Commission.
Results achieved
After 5 years of implementing the Program, under the strong leadership and direction of the Standing Committee of the Coast Guard Party Committee and the Standing Committees of coastal provinces and cities; with the serious participation of agencies, units and localities, the Program has been comprehensively and synchronously deployed, achieving practical results. In particular, we have focused on doing a good job of propaganda, dissemination and education to raise legal awareness for fishermen; fostering patriotism, national pride, and awareness of fighting to protect the sacred sovereignty of the sea and islands of the Fatherland; building and consolidating safe areas and a strong political system; mobilizing many social resources to support local economic development and ensuring social security. Through the implementation of the Program, the close relationship between the Vietnam Coast Guard and the Party Committees, authorities and people of coastal localities has been strengthened, contributing to building a strong people's heart and people's security posture at sea; create a favorable environment and conditions for the Vietnam Coast Guard to perform well its assigned functions and tasks.

On the basis of the signed Program, the Standing Committees of coastal provinces and cities have led and directed the Mass Mobilization Committees, local Party committees and authorities to closely coordinate with the Vietnam Coast Guard units to effectively implement the Program's activities; identifying the implementation of the Program as a very important content of mass mobilization activities in the new situation. The Mass Mobilization Committees, Party committees and authorities have proactively advised and proposed to the Standing Committee to include the Program's implementation content in the Leadership Resolution, and to deploy and organize its implementation synchronously and uniformly. The Propaganda Committees of provinces and cities have directed local news agencies and newspapers to effectively carry out propaganda work on the purpose, meaning, content and results of the Program's activities in the locality, raising awareness and responsibility of Party committees, authorities, unions, socio-political organizations and local people; create consensus, promote the spirit of positivity, proactiveness, and the combined strength of joining hands and contributing efforts of all levels and sectors to effectively implement the Program in the locality. Every year, the People's Mobilization Committees of coastal provinces and cities coordinate with the Commands of Coast Guard Regions to organize the development of plans and seriously implement the Program in coastal communes, wards, towns, districts, and cities; coordinate and specifically deploy to relevant Departments, Boards, and sectors and 100% of cadres, party members, and civil servants in the people's mobilization system to participate in implementing the Program.

During the implementation process, localities regularly exchange and reach agreement with Vietnam Coast Guard units to organize experience sharing after each Program and periodically after 2 years of implementation; promptly propose policies and solutions for leadership and direction to improve the quality and effectiveness of propaganda work, forms and methods of organizing the Program to be increasingly rich and attractive, attracting a large number of social classes, people, fishermen, and fishing vessel owners to participate; strengthen connections and mobilize resources of socio-political organizations, businesses, companions, sponsors to support funding and materials for effective implementation of the Program's contents.

Along with that, the Vietnam Coast Guard units have coordinated with the Mass Mobilization Committees of 28 coastal provinces and cities to unify the content, objects, forms, and areas of propaganda; mobilize the participation of political and social organizations, relevant agencies together with Party committees, authorities, Mass Mobilization Committees of district and city Party committees to organize propaganda activities, dissemination, and legal education for people and fishermen in the area, especially in key areas of marine economy, with a large number of fishing vessels and a large number of fishermen. The propaganda content focuses on the viewpoints, policies, and guidelines of the Party and State on national defense and security tasks; protecting sovereignty over seas and islands; building a national defense, national defense posture and people's security; legal documents on seas and islands of Vietnam and international countries such as: United Nations Convention on the Law of the Sea 1982, Vietnam Law on the Sea 2012, Fisheries Law 2017; situation of sea and islands; effectively implement the project to propagate the Law on Vietnam Coast Guard; Vietnamese and international legal documents on combating illegal, unreported and unregulated (IUU) fishing; preventing and combating drugs and school violence, ensuring traffic order and safety... with many diverse and rich forms, suitable to the actual situation and conditions of the locality.

Local Party committees and authorities coordinate with Vietnam Coast Guard units to develop plans, select locations, identify targets, innovate propaganda content and forms, suitable for each regional characteristic, according to each stage, and arrange appropriately in the overall activities of the Program such as: Organizing conferences for reporters; sending propaganda teams to approach fishermen who are working and living at sea, owners of vehicles and fishing boats anchored at ports and docks to directly propagate, distribute leaflets combined with giving national flags, medicine bags, and necessities; combine patrolling, inspecting, and controlling tasks at sea with propaganda; organize contests in the form of dramatization. Organize the contest "I love my homeland's sea and islands"; Online contest "Learn about the Law on Vietnam Coast Guard"; exchange, training... In the past 5 years, the Vietnam Coast Guard has coordinated with local Party committees and authorities to organize 262 propaganda sessions for over 171,734 cadres, party members, people, fishermen, and students; directly propagandized 10,415 vehicles/72,688 fishermen fishing in the sea, distributed nearly 366,233 leaflets of all kinds, 70,804 law books, donated 110,492 national flags... Regularly coordinated with central and local press and radio agencies to publish 4,069 news, articles and reports related to the results of the Program's activities on the mass media.

Through the above activities, it helps officers and soldiers of the Vietnam Coast Guard to become more closely connected with the people and fishermen, deeply strengthening the solidarity between the Vietnam Coast Guard and the authorities and people of coastal localities; the people and fishermen have legal knowledge, carry out exploitation and fishing, develop the marine economy in a sustainable direction; promptly detect and provide information to the Vietnam Coast Guard about violations of the law, foreign fishing vessels violating our country's waters to fight to protect the sovereignty of the sea and islands of the Fatherland. Coordinate with local authorities to fully prepare information and propaganda documents about the sea and islands; actively fight and refute false information and viewpoints, distort and sabotage the Party and State, divide internally and the great national unity bloc; Raising awareness among people and fishermen about the position and role of marine economic development and the relationship between sustainable marine economic development and ensuring national defense, security and sovereignty in the new situation.
Participate in building safe areas and strong political systems
Vietnam Coast Guard units coordinate with the Mass Mobilization Committees of provincial and municipal Party Committees, the Propaganda Committee, the Fatherland Front, and socio-political organizations to regularly propagate and mobilize people to participate in denouncing and reporting crimes and law violations. Coordinate with local armed forces to exchange information on political security and social order and safety in the area and properly implement the coordination regulations in protecting national security, sovereignty, sovereign rights and national jurisdiction at sea; coordinate in capturing criminals hiding at sea, fighting against crimes and law violations, especially crimes and violations of smuggling, trade fraud, drug crimes, and illegal fishing activities.

The Vietnam Coast Guard has coordinated with the Public Security and Border Guard forces to successfully combat many major cases and cases; local people have provided valuable information in protecting national security and social order and safety. The Vietnam Coast Guard has always closely coordinated with Party committees, authorities, the Fatherland Front and socio-political organizations to grasp the local situation, traditions, culture, customs, habits, life, advantages and difficulties of the people; promptly advised local Party committees and authorities to clearly identify the nature and correctly assess the plots and tricks of hostile, reactionary and opportunistic forces, creating a basis for firmly protecting the Party's ideological foundation among the people, maintaining political and social stability, developing maritime economic sectors and occupations associated with building a solid national defense posture and people's security posture. The Vietnam Coast Guard has closely coordinated with local authorities to make phone calls to propagate, remind, and disseminate laws on preventing and combating IUU fishing to 15,813 ship owners/18,323 fishing vessels that lost connection to their voyage monitoring devices and were at high risk; arrested and coordinated the arrest of 128 drug-related cases, prosecuted and handed over 257 subjects and exhibits to local police; coordinated the inspection of 03 cases/05 vessels with 12 crew members illegally entering from Cambodia by sea, and handed them over to competent authorities according to regulations. The Propaganda Departments of provincial and municipal Party Committees coordinated with Vietnam Coast Guard units to organize many thematic conferences to improve legal knowledge for cadres, party members, and retirees; at the same time, mobilized people to maintain political security and social order and safety in the area; actively participate in building the all-people national defense posture associated with the people's security posture to contribute to socio-political stability and firmly protect the sovereignty, security, order and safety of the sea and islands of the Fatherland.

The above practical and effective activities have significantly contributed to the Vietnam Coast Guard's effective implementation of its functions and tasks of law enforcement, ensuring security, order and safety at sea, and working with localities to build a strong grassroots political system, creating a stable environment for socio-economic development. In addition, Vietnam Coast Guard units coordinate with the District Youth Union, local middle and high schools to organize many exchange activities, seminars, career guidance, and orientation on healthy and safe lifestyles for teenagers, pupils, and students, etc., contributing to raising the understanding and responsibility of the young generation in studying, training, and striving to become good citizens, and a resource for local economic development.
Help people develop economy, society and culture
The Vietnam Coast Guard coordinated with the Mass Mobilization Committees of coastal provinces and cities and local Party committees, authorities, departments, branches and organizations to promote the emulation movement "Skilled Mass Mobilization", build "Good Mass Mobilization Units", the movement "The Army joins hands to build new rural areas", carry out the mass mobilization work "Coast Guard with ethnic and religious compatriots" with many practical and effective activities such as: Visiting and giving gifts to policy families, people, fishermen in difficult circumstances, poor students who have overcome difficulties, risen up, taking care of Vietnamese Heroic Mothers, sponsoring students, the programs "Spring on the Border", "Island Tet", "Autumn Moon on the Border"... Units in the entire force have proactively coordinated with local Party committees and authorities to take care of 3 Vietnamese Heroic Mothers, sponsoring 58 students in difficult circumstances until they are 18 years old or finish secondary school in the stationed area; Organize medical examinations, health consultations, and provide free medicine to 2,500 policy beneficiaries and fishermen in difficult circumstances...

Effectively implementing social security activities, participating in the goals of hunger eradication, poverty reduction, education, healthcare, people's lives, and environmental protection, the Vietnam Coast Guard has mobilized the participation of many agencies, units, socio-political organizations, businesses, sponsors, and partners to create a spreading effect, helping people stabilize their lives, develop the economy, build new rural areas, and civilized urban areas. Local Party committees and authorities have directed functional agencies and local mass organizations such as the Youth Union, Women's Union, Trade Union, and Red Cross to coordinate with Vietnam Coast Guard units to develop plans and effectively implement movements and activities: "Summer Youth Volunteer Campaign", "Coast Guard Youth Join Hands to Prevent and Fight the COVID-19 Pandemic", "All People Unite to Build a Cultural Life", "Volunteer Saturday", "Green Sunday"...; providing guidance and training in first aid and anti-drowning skills for union members and young people; activities have strengthened military-civilian solidarity, oriented healthy lifestyles for youth in the unit and in the area, and promoted the vanguard role of union members and young people in their missions. The Vietnam Coast Guard has organized 103 mass mobilization campaigns "Coast Guard with ethnic and religious compatriots", 92 "I love the sea and islands of my homeland" contests, 28 "Summer Youth Volunteer Campaigns" and 21 launching sessions to join hands in protecting the marine environment in 29 localities, mobilizing more than 26,072 union members, youth, and women's union members to participate in cleaning up 134 km of coastline, 113 km of roads, building 9 km of new residential and rural roads, repairing and dredging canal systems, clearing and weeding school campuses, concentrated residential areas, and spraying disinfectants to prevent and control epidemics; Collected and processed over 121 tons of all kinds of waste; planted 1,520 trees...

A solid support for fishermen to go out to sea and stick to the sea
In order to encourage fishermen to confidently go out to sea and stick to the sea with the motto: Each ship going out to sea is a "sovereignty milestone", each fisherman is a soldier protecting sovereignty and security at sea, localities have coordinated with the Coast Guard Region Commands to organize training and guidance for owners of fishing vessels and fishermen to have full basic knowledge of maritime safety; fire prevention and fighting skills at sea; how to handle and respond to incidents at sea. Regularly maintain ships and boats on patrol, inspection, control, maintain law enforcement, protect security and sovereignty in the seas of the Fatherland, especially in border waters, overlapping waters or disputed waters between Vietnam and countries in the region; promptly handle situations wisely and flexibly; at the same time directly guide and prevent Vietnamese fishing vessels from going to foreign waters to illegally fish.
Vietnam Coast Guard – A fulcrum for fishermen to go out to sea and stick to the sea.
Identifying search and rescue as a combat mission in peacetime, an order from the heart, together with functional forces, the Vietnam Coast Guard regularly maintains 24/7 rescue and search and rescue duty. Regardless of complex weather and hydrometeorological conditions, in remote sea areas, the forces and means of the Vietnam Coast Guard are always on duty, promptly supporting and helping fishermen in dangerous situations, incidents, accidents at sea, providing food, oil, water, rescuing fishermen, and safely towing ships back to port. In addition, the Vietnam Coast Guard has proactively participated in overcoming the consequences of natural disasters, marine environmental incidents, responding to climate change and preventing and fighting epidemics... according to the motto "4 on-site" (on-site command; on-site forces; on-site materials and means; on-site logistics), "3 ready" (active prevention, timely response, urgent and effective recovery) to promote the combined strength of organizations, units and people in the stationed area. In the past 5 years, the Vietnam Coast Guard has mobilized 80 ships and boats to carry out tasks, successfully searching and rescuing 63 ships and boats, 1,082 people; organized visits and gave gifts to encourage 25 families of fishermen who were missing at sea, and families affected by natural disasters and storms.
The presence of the Vietnam Coast Guard in the seas is truly a source of encouragement, motivation, and support to help fishermen have a more correct awareness of sovereignty issues and have the awareness and responsibility to protect sovereignty, maintain security of the sea and island borders of the Fatherland; exploit and catch seafood in a sustainable manner, in accordance with Vietnamese and international laws; actively go offshore, stick to the sea, enrich their families and homeland; at the same time, it is a solid support for fishing boats and fishermen in localities to confidently go offshore, stick to the sea, exploit aquatic resources, develop the marine economy, and become an important force in discovering and participating in the struggle to protect the sacred sovereignty of the sea and islands of the Fatherland.
In the coming time, to continue improving the effectiveness of the Program, the Party Committee and the Coast Guard Command have determined to focus on thoroughly grasping and effectively implementing the resolutions and directives of the Party, the Central Military Commission, and the Ministry of National Defense on strengthening and innovating mass mobilization work in the new situation. Further improve the quality and effectiveness of leadership, direction, and implementation of the Program. Continuously innovate the content, form, and implementation measures; focus on coordinating the work of building a strong local political system and safe areas; promote the implementation of programs and campaigns of the Central, local, and Army to link economic development with ensuring national defense and security. Strengthen exchanges on the political security situation in the stationed areas, the crime situation, and law violations at sea; actively prevent, combat, and overcome the consequences of natural disasters, catastrophes, and rescue at sea. Improve the effectiveness of legal propaganda for fishermen, limit and eventually end the situation of fishermen violating and illegally exploiting seafood in foreign waters; contribute to building a solid national defense posture and a solid people's heart posture at sea.
