Pursuant to the provisions of Section 5, Appendix III issued with Circular 20/2023, principals of public general schools must have a bachelor's degree in teacher training or higher, or a bachelor's degree in a relevant major and a certificate of pedagogical training.

At the same time, the principal of a public general school must have taught for at least 5 years (or 4 years for mountainous, island, highland, remote, ethnic minority areas, and areas with particularly difficult socio -economic conditions). In terms of personal qualities, public school principals need to meet the following criteria:

• Absolutely loyal, trust, seriously comply with the Party's guidelines and policies, the State's laws, and the agency's regulations;

• Have innovative thinking in school management;
• Have a regular plan to study, develop professional skills and expertise.

In addition, the principal must be a person who understands the policies, guidelines, laws of the Party and State, regulations and requirements of the industry and locality on generaleducation and implements them in assigned tasks.

Convince and mobilize organizations and individuals inside and outside general education institutions to participate in building and developing general education institutions. Analyze the situation and forecast the development trend of general education institutions, build a strategic vision and plan for developing general education institutions in each stage.

Finally, the principal must be able to apply information technology in professional activities; be able to use foreign languages ​​or ethnic minority languages ​​according to job position requirements.
