Circular 20/2023 replaces Circular 16/2017, which also stipulates job positions related to leadership, management, and administration, including two positions: principal and vice principal.
Therefore, the principal of a public school is an administrative officer who performs the leadership, management, and operation of the school. All regulations and work in the school must be approved by the principal.
Principals must have taught for at least 5 years.
Pursuant to the provisions of Section 5, Appendix III issued with Circular 20/2023, principals of public general schools must have a bachelor's degree in teacher training or higher, or a bachelor's degree in a relevant major and a certificate of pedagogical training.
Trained and fostered in school management; trained and fostered to improve professional and technical capacity. Have a certificate of training in professional title standards for teachers corresponding to the assigned level of management (according to regulations).
At the same time, the principal of a public general school must have taught for at least 5 years (or 4 years for mountainous, island, highland, remote, ethnic minority areas, and areas with particularly difficult socio -economic conditions). In terms of personal qualities, public school principals need to meet the following criteria:
- Absolutely loyal, trust, seriously comply with the Party's guidelines and policies, the State's laws, and the agency's regulations;
- Comply with regulations on teacher ethics, have working style and methods appropriate to the job; build personal reputation;
- Have innovative thinking in school management;
- Have a regular plan to study, develop professional skills and expertise.
In addition, the principal must be a person who understands the policies, guidelines, laws of the Party and State, regulations and requirements of the industry and locality on generaleducation and implements them in assigned tasks.
Convince and mobilize organizations and individuals inside and outside general education institutions to participate in building and developing general education institutions. Analyze the situation and forecast the development trend of general education institutions, build a strategic vision and plan for developing general education institutions in each stage.
Finally, the principal must be able to apply information technology in professional activities; be able to use foreign languages or ethnic minority languages according to job position requirements.
