On December 2nd, Deputy Prime Minister Tran Hong Ha signed Decision No. 1502/QD-TTg on including three irrigation projects in the List of Important Projects Related to National Security.

Accordingly, three irrigation projects: Cua Dat Reservoir in Thanh Hoa province; Ta Trach Reservoir in Thua Thien-Hue province; and Dau Tieng Reservoir in Tay Ninh, Binh Duong , and Binh Phuoc provinces have been included in the List of Important Projects Related to National Security.
The Deputy Prime Minister assigned the Ministry of Public Security to take the lead, in coordination with relevant ministries, sectors, and localities, in developing programs and plans for protection, proposing and implementing protective measures, organizing prevention and combating acts that infringe upon the security and safety of the facilities; and deploying forces and resources to meet the requirements for ensuring the security and safety of the facilities during their management and operation. Strengthen coordination, information exchange, and standardize the issuance and inspection of operating permits within the protected area of critical national security-related structures as stipulated in Ordinance No. 32/2007/PL-UBTVQH11 dated April 20, 2007, of the Standing Committee of the National Assembly, Decree No. 126/2008/ND-CP dated December 11, 2008, of the Government detailing and guiding the implementation of some articles of the Ordinance on the Protection of Critical National Security-Related Structures, and Resolution No. 104/NQ-CP dated November 14, 2019, of the Government on resolving difficulties in the management, exploitation, and protection of critical irrigation reservoirs related to national security; estimate costs and place additional markers (if necessary) within the protected corridor.
The Ministry of Agriculture and Rural Development and the People's Committees of Thanh Hoa, Thua Thien-Hue, Tay Ninh, Binh Duong, and Binh Phuoc provinces, in coordination with relevant ministries, sectors, and localities, shall issue permits and manage the activities of organizations and individuals within the protected areas of important national security-related structures in accordance with the laws on irrigation, protection of important national security-related structures, water resources, environment, and Government Resolution No. 104/NQ-CP dated November 14, 2019.
The scope of the protection corridor for the Cua Dat reservoir in Thanh Hoa province is defined as follows: Main dam: Upstream, the protected area is 300m from the upstream dam base towards the reservoir; downstream, it is within the boundaries of coordinate markers from CD01 to CD60. Spillway: Upstream, the protected area is 300m from the beginning of the upstream channel towards the reservoir; downstream and the spillway abutment are within the boundaries of coordinate markers from CD01 to CD60. Auxiliary dam: Upstream, the protection zone is 300m from the upstream dam base towards the reservoir; downstream, it is within the boundaries of coordinate markers DC01 to DC32, HC01 to HC42, and BT01 to BT18. Water intake culvert: Upstream of the culvert, the protected area is 300m from the outermost point of the flow-directing wall towards the reservoir; downstream of the culvert, the protected area is 300m from the end point of the downstream wing wall towards the downstream. The upper-air protection zone is limited to 45m above ground level. The underground protection zone extends from the dam crest elevation of +121.3m down to 0m (based on the foundation depth of the headworks). Scope of the Cua Dat reservoir and its surrounding area: The protected area of the reservoir basin is 36.84 km², corresponding to the dam crest elevation of +121.3m downwards towards the reservoir basin. | |
