Bidding documents for the Ca Na LNG Project will close at the end of June 2025

The LNG Ca Na project will be linked to the Ca Na General Seaport.

Regarding the LNG Ca Na Project, according to the Department of Industry and Trade of Ninh Thuan province, the project was approved in principle for investment by the People's Committee of Ninh Thuan province in Decision No. 215, dated April 14, 2025 (first issuance).

At the same time, the bidding documents were approved by the People's Committee of Ninh Thuan province in Decision No. 259, dated April 29, 2025. The bidding documents have 4 parts including investor selection procedures (with 4 chapters); project implementation requirements; draft contract and contract form; draft power purchase contract.

Then, the Department of Industry and Trade of Ninh Thuan province issued bidding documents on the National Bidding Network ( Ministry of Finance ) on April 29, 2025.

Accordingly, the package name is Ca Na LNG Thermal Power Plant, implemented in Phuoc Diem commune, Thuan Nam district, Ninh Thuan province. The project belongs to the specialized/socialized project field. The preliminary cost of the project implementation is 56,006.27 billion VND.

The form of selection of investors is open international bidding; the price of bidding documents is 30 million VND. To participate in the bidding, investors must have a letter of guarantee from a credit institution or a branch of a foreign bank established under Vietnamese law with a bid guarantee amount of 560.06 billion VND.

Bidding closing time is 14:00, bidding opening time is 16:00 on the same day June 30, 2025 at the hall on the 2nd floor, Department of Industry and Trade of Ninh Thuan province (16/4 street, My Hai ward, Phan Rang - Thap Cham city).

According to the Department of Industry and Trade of Ninh Thuan, according to the Progress Monitoring Table of project investor selection activities approved by the Chairman of the Provincial People's Committee (in Decision No. 223/QD-UBND dated April 15, 2025), from April 29, 2025 to June 30, 2025, investors will prepare bidding documents (60 days).

Next, within 30 days, from July 1 to July 30, 2025, evaluate bidding documents; appraise contractor selection results within 15 days, from July 31, 2025 to August 14, 2025.

Then, approve the contractor selection results within 5 days from August 15, 2025 to August 20, 2025.

Speaking to reporters, a representative of the Ninh Thuan Department of Industry and Trade said that after nearly 1 month of issuing the bidding documents, there have been a number of interested investors.

However, because the deadline for submitting bidding documents has not yet expired, the Department of Industry and Trade has not yet received them. The reason is that the documents need to be carefully prepared and take time, some contents are being adjusted according to new regulations, so investors will update these changes until the deadline is near.

“The deadline for international bidding documents is the end of June, and some foreign investors are participating so it will take a long time to translate,” said a representative of the Department of Industry and Trade.
