Support up to 1 billion VND/project to develop precious medicinal herb growing areas in mountainous areas

The state budget supports advertising costs and branding of key national and provincial medicinal products: Support according to projects approved by competent authorities, up to 50% of total operating costs and not exceeding 1 billion VND/project.

The Ministry of Finance has just issued Circular 55/2023/TT-BTC regulating the management, use and settlement of public funds from the state budget to implement national target programs for the 2021-2025 period.

The Circular clearly stipulates the expenditure content and support expenditure levels for projects under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: From 2021 to 2025.

Specifically, support for the development of precious medicinal herb growing areas includes:

Expenses for purchasing equipment to maintain regular operations within the project fence. The support level is according to the Decision of the competent authority within the assigned budget, ensuring compliance with the provisions of the law on bidding.

Support businesses to directly provide vocational training for on-site workers: Support level is 2 million VND/month/1 worker, maximum support period is 3 months/1 worker.

Support for advertising costs, building brands for national and provincial key products: Support according to projects approved by competent authorities, maximum 50% of total cost of the activity and not exceeding 1 billion VND/project.

Support funding for scientific research projects, purchase of technology copyrights, purchase of technology or purchase of scientific research results and technology development to create new products, improve technology, reduce environmental pollution, save raw materials, fuel, save energy: Support level is 80% of implementation costs, not exceeding 300 million VND/project/copyright/technology/research results.

Support up to 40% of the cost of transferring and applying new science and technology, applying technical processes and synchronous quality management along the chain, not exceeding 150 million VND/project.

Support for seeds, materials, packaging, and product labels for a maximum of 03 crops or 03 production and exploitation cycles. The support level is 100% of the cost but not more than 126 million VND/ha.

For high-tech breeding center projects, support one time up to 80% of the cost of producing original seeds, and 50% of the cost of producing commercial seeds.

Support for startups, attracting investment in ethnic minority and mountainous areas

According to the Circular, support for building startup models and starting businesses with the following contents:

Support 50% of training costs to improve technology and production techniques at the site, but not more than 30 million VND/training course, maximum 05 courses/model;

Support 100% of contract costs for ordering institutes and schools to conduct research and develop products and services, but not exceeding 30 million VND/contract and maximum 05 contracts/model;

Support 75% of the cost of packaging design, labeling, advertising, product branding, up to 150 million VND/model.

Support operating costs of the projects "Centers for supporting business start-ups, startups and attracting investment in ethnic minority and mountainous areas" at universities and Program Coordination Offices under the Ethnic Committee, including:

Support the construction of electronic information pages, database systems, and electronic connection portals to support online projects or detailed outlines approved by competent authorities, but up to 1 billion VND/center;

Support booths to connect and introduce products of ethnic minorities and mountainous areas and attract investment (online and in person), maximum support level of 400 million VND/center (excluding maintenance, repair and maintenance costs);

Support the implementation of business start-up training courses for ethnic minorities, enterprises, and cooperatives in extremely difficult areas: Maximum 150 million VND/class and no more than 05 classes/year;

Support for organizing ethnic minority startup connection days; startup and business start-up competitions: Maximum support level is 200 million VND/program and no more than 02 programs/year; maximum 330 million VND/competition and no more than 01 competition/year;

Support advertising and propaganda activities at a maximum level of 300 million VND/year and no more than 03 years.
