Resolving tax settlement issues

Avoid focusing on the deadline.

With the management of over 2,100 active businesses and economic organizations, nearly 20,800 business households, and more than 380,000 individual income tax identification numbers, March is always the busiest time of the year for taxpayers and the tax authorities, as this is when they have to receive and process a large volume of tax return reports from taxpayers.

According to the tax authorities, tax declaration and payment procedures have been significantly reformed in recent years to reduce time and costs for taxpayers. Therefore, submitting tax return reports is no longer as much of a concern for taxpayers as it used to be.

However, experience from previous years shows that taxpayers are often complacent, frequently delaying tax return submissions until after March 15th. The last week of March is always a peak time for online tax return submissions, easily leading to network overload and congestion.

Officials from the Tuyen Quang - Yen Son City Tax Sub-department assist taxpayers at the "One-Stop" service counter.

Ms. Nguyen Phuong Thu, from Hung Thanh ward (Tuyen Quang city), said: "I work as an accountant for many companies, so I only submit the tax return forms for some companies on the deadline. Because of this, when I submit them to the system, they often show 'updating'. The next day, when I check, they're still not in the tax system, so I have to resubmit. This year, I proactively did my accounting and submitted early, so I no longer encounter the same problems as last year."

Providing guidance to taxpayers on tax finalization, Ms. Do Thi Kim Thanh, Head of the Taxpayer Support and Propaganda Department of the Tuyen Quang Provincial Tax Department, stated that taxpayers need to pay attention to the deadlines and circumstances requiring annual tax finalization. Taxpayers should utilize electronic transaction methods for tax finalization procedures, which are both convenient and transparent regarding the responsibilities and obligations of all parties. Taxpayers should also proactively submit their tax finalization documents early, avoiding last-minute submissions during the deadline period, as this may lead to network congestion and missed deadlines.

"After submitting their tax returns, taxpayers should use the lookup tools on the tax authority's applications to check whether they have fulfilled their tax settlement obligations, avoiding errors that may occur due to not monitoring or accessing information provided by the tax authority," Ms. Thanh further noted.

Boost online support

According to Mr. Hoang Thanh Phong, Deputy Director of the Tuyen Quang Provincial Tax Department, on February 27, 2024, the Provincial Tax Department issued document No. 281/CTTQU-TTHT on strengthening support for taxpayers in tax finalization. This document directs departments, divisions, and district/city tax offices to inform businesses, organizations, and individuals obligated to submit tax finalization documents for 2023 to understand the policies, procedures, methods, and deadlines for submitting tax finalization documents, and to process outstanding taxes or tax refund applications as prescribed…

To facilitate taxpayers in completing their 2023 tax returns quickly and correctly, the Tax Department has implemented a system for receiving requests for direct guidance at the "One-Stop" service center and the information and support department. Support is also encouraged via telephone, email, the Tuyen Quang Tax Department's website, the electronic tax service system (etax), and Facebook.

This year, online support has been adopted as the primary method by the Tax Department due to its rapid information dissemination and wide coverage. Accordingly, the websites of the General Department of Taxation and the Provincial Tax Departments are the official channels for taxpayers to look up information, consult on tax laws and regulations, and receive specific guidance from tax authorities at all levels.

With the accelerated deployment of electronic tax applications in recent times, over 100% of taxpayers, including organizations and businesses, now use the tax authority's application to file and pay taxes electronically. Simultaneously, the tax authorities are effectively operating a system of information channels to support and resolve difficulties in carrying out tax administrative procedures. Taxpayers have submitted professional questions to the tax authorities, which are received, processed, and answered promptly by tax authorities at all levels on a daily basis.

The Provincial Tax Department directs its departments responsible for taxpayer support and outreach, tax declaration and accounting, information technology, tax inspection and auditing, debt management and enforcement, and other related departments to regularly and promptly identify and address the difficulties faced by businesses and taxpayers in order to provide timely guidance and support.
