Therefore, the Ministry of Finance recommends that ministries, branches, localities, and agencies clearly identify the needs and rearrange headquarters to suit the new model. Surplus headquarters and real estate must be completed and thoroughly handled before June 20. In case there is no plan to handle surplus public assets after the administrative unit arrangement, responsibility will be held. In case ministries, branches, and localities have agreed to swap and transfer working headquarters to implement the apparatus arrangement according to the 2-level local government, the Ministry of Finance can temporarily hand them over for immediate use. The transfer procedures will be completed within 30 days after the handover. After the abolition of district-level administrative units, the country is expected to have nearly 700 redundant headquarters. These are all projects located in prime locations, becoming a great resource waiting to be effectively exploited.
