According to the Ministry of Finance , the country still has 34 provinces and cities (including 6 centrally run cities and 28 provinces) after the administrative unit arrangement, according to the Resolution of the National Assembly. From July 1, the provincial and communal government apparatus after the administrative unit arrangement will officially operate. Therefore, the Ministry of Finance recommends that ministries, branches, localities, and agencies clearly identify the needs and rearrange the headquarters to suit the new model. The surplus headquarters and real estate must be reviewed and handled thoroughly before June 20. In case there is no plan to handle the surplus public assets after the administrative unit arrangement, responsibility will be held. In case the ministries, branches, and localities have agreed to swap and transfer the working headquarters to implement the arrangement of the apparatus according to the 2-level local government, the Ministry of Finance can temporarily hand it over for immediate use. The transfer procedures will be completed within 30 days after the handover. Other assets such as cars and equipment that can still be used but are not in use also need to be reported to the management agency...
After abolishing district-level administrative units, the country is expected to have nearly 700 redundant headquarters. These are all projects in prime locations, becoming a great resource waiting to be exploited effectively.
