Relevant departments, branches, units and localities focus on and actively carry out procedures to soon complete and put into operation land in mines or exploit excess land and rock in projects, meeting the demand for roadbed materials and leveling of key projects.

At the end of May 2023, Thai Anh Da Nang Construction and Development Company Limited won the auction for the right to exploit the No. 3 land mine for filling materials in Hoa Lien and Hoa Ninh communes (Hoa Vang district) with an area of 10 hectares to provide filling and filling materials for projects in the city, contributing to socio -economic development. After the City People's Committee recognized the auction results, the company urgently carried out many procedures.
On December 5, 2023, the City People's Committee issued Decision No. 2656/QD-UBND approving the soil reserves in the mineral exploration report of the soil mine area for filling materials No. 3 on the licensed exploration area with a total approved reserve of more than 2 million m3 of soil. On that basis, the company quickly coordinated with the consulting unit to complete the environmental impact assessment (EIA) report for the mineral exploitation project of the soil mine area No. 3 with a natural soil exploitation capacity of 310,000 m3 /year (converted to a loose expansion capacity of 396,800 m3 /year) and submitted the project's environmental impact assessment (EIA) dossier to the Department of Natural Resources and Environment in December 2023.
According to the company representative, the city's agencies actively and proactively supported the company to quickly complete many related procedures and tasks. The company focused on implementing many procedures in parallel to shorten the time. In particular, the land area that needed to be cleared in the No. 3 mine area was purchased by the company from the people. When the licensing procedures are completed, the company can immediately start clearing, creating a mining site, stripping the top layer, installing some mining items... The company representative also requested that the authorities continue to support the company to complete the procedures to soon put the mine into operation in the dry season this year, meeting the demand for earth filling materials, and constructing key projects and works in the city.
Currently, relevant departments, branches and units are also handling procedures for Hoa Vang Mineral Investment and Exploitation Company Limited to exploit hilly land with an area of 2.2 hectares in Phu Ha village, Hoa Son commune (Hoa Vang district) for filling materials. The mining capacity of this land mine is about 68,000m3 of natural land per year (converted to a loose expansion capacity of 87,720m3 /year), mainly supplying key projects and works of the city, especially projects and works invested and operated by the Da Nang Traffic Construction Investment Project Management Board.
Director of Hoa Vang Mineral Investment and Exploitation Company Limited, Bui Thi Tin, said: “The local government and people in the mine area are very supportive of the implementation of this mine exploitation project. We are waiting for the city authorities to resolve the procedures and grant licenses so that the company can immediately implement the mine exploitation, meeting the demand for filling materials for key projects and works of the city.”
Director of the Da Nang Traffic Construction Investment Project Management Board Nguyen Minh Huy informed that the Department of Natural Resources and Environment is currently handling the procedures for appraising the EIA report of the Western Belt Road project, the section passing through the Da Nang Concentrated Information Technology Park in Hoa Lien Commune (Hoa Vang District). The excess soil and rock reserves in the project of about 651,450m3 will be exploited and transported to serve the construction of the Technical Infrastructure Project of the Central Resettlement Area of Hoa Bac Commune (Phase 2) and the Tan Ninh Resettlement Area Expansion Project Phase 2.
In addition, the Department of Natural Resources and Environment also resolved the procedures for appraising the EIA report of the Investment project to build a logistics service center in Hoa Son commune and Hoa Nhon commune (Hoa Vang district) invested by Da Nang Port Joint Stock Company, including the exploitation and transportation of more than 1.066 million m3 of excess soil (in monolithic blocks) out of the project to utilize, supply, and serve the leveling for construction investment projects in the city with an average reserve of 59,243 m3 /month.
It is expected that the excess soil reserves in this project will be coordinated to fill the K95, K98 roadbed for the National Highway 14B Improvement and Upgrade Project with a reserve of about 400,000m3 of soil; fill the K95, K98 roadbed at the Resettlement Area project south of Mieu Bong market (phase 2) with a volume of about 2,580m3 ; fill and level at the Tan Ninh Resettlement Area expansion project phase 2 with a reserve of about 191,000m3 and the Hoa Khuong 2 Resettlement Area project to serve the clearance of the western beltway project with a reserve of about 250,000m3. The remaining reserves will be coordinated by the Department of Construction in coordination with related units in accordance with the material needs for the construction of the projects.
According to the Department of Natural Resources and Environment, in response to the demand and scarcity of filling materials to serve the construction of infrastructure for key projects, the unit has reviewed the current status of mineral exploitation and planning and proposed solutions to clear the source of common construction materials. In 2024, the Department of Natural Resources and Environment will continue to advise the City People's Committee on the process of organizing the auction of mineral exploitation rights; continue to review and fully assess the demand for construction materials and filling materials in the city, especially the demand for hilly land as filling materials, to serve the city's key and driving projects.
