Complete posting of voter list to collect opinions on the establishment of 2 wards and the establishment of Quang Yen city

Quang Yen Town People's Committee has just issued Plan No. 28/KH-UBND dated January 24, 2025 to organize the collection of voters' opinions and submit to the People's Council meetings at all levels on the content of the Project to establish Hiep Hoa Ward, Tien An Ward, Quang Yen Town and establish Quang Yen City, Quang Ninh Province. Up to now, the communes and wards in the town have completed posting the voter list.

In order to effectively organize the collection of voters' opinions and approve the People's Council meetings at all levels on the policy of the Project to establish Hiep Hoa Ward and Tien An Ward in Quang Yen Town and establish Quang Yen City in Quang Ninh Province, ensuring publicity, democracy and compliance with the provisions of law, relevant agencies have actively participated in directing and focusing on implementing propaganda and mobilizing organizations and people in the area about the necessity of establishing wards and establishing Quang Yen City in Quang Ninh Province; the plan to establish wards and establish Quang Yen City in Quang Ninh Province; the subjects and scope of collecting voters' opinions; the rights and obligations of voters in collecting opinions.

Tien An commune leaders directed to speed up the posting of voter lists to collect opinions on the establishment of Hiep Hoa and Tien An wards and the establishment of Quang Yen city.

The minimum time for posting the voter list is 30 days from the date of posting the list to the date of organizing the distribution of ballots to collect voters' opinions. Time for collecting voters' opinions: February 26 and February 27, 2025; summarize the report on the results of collecting voters' opinions before March 1, 2025.

The voters are citizens registered for permanent residence and temporary residence in the locality, aged 18 or older, from January 27, 2007 or earlier.

Implementing the plan of the Town People's Committee, by the end of January 27, 2025, the People's Committees of communes and wards in the area have completed the preparation and posting of the list of voters to collect opinions on the establishment of Hiep Hoa ward, Tien An ward and the establishment of Quang Yen city under Quang Ninh province, at the headquarters of the local People's Committee and 179 villages and neighborhoods in the area.

By January 27, Quang Yen ward, Quang Yen town had completed posting the list of voters to collect opinions on the establishment of Hiep Hoa and Tien An wards and the establishment of Quang Yen city.

Voter opinions will be collected by distributing ballots to households. All voters have the right and obligation to participate in the voting. Each voter has the right to express their agreement or disagreement on the ballot. Voters must write and sign the ballot themselves and cannot ask others to write for them. In case the voter is illiterate or has a disability and cannot mark and sign the ballot, they can ask a family member or relative to write for them.

To ensure the correct procedures according to the law on the journey to establish Hiep Hoa ward, Tien An ward and Quang Yen city, it is necessary to have the consensus and participation of the majority of voters and people in the Project.
