Dialogue activities help Loc Ha promptly remove obstacles at the grassroots level.

Leaders of Party committees and authorities at all levels in Loc Ha district ( Ha Tinh ) have increased dialogue with cadres, party members, union members, association members, and people of all walks of life to grasp the situation and resolve important issues at the grassroots level.

Mr. Le Tien Tan - Party cell secretary and head of the Front Work Committee of Lien Giang village (Thach My commune) had a dialogue with the leaders of the Party Committee and government of Loc Ha district in November 2022.

In the dialogue between Party cell secretaries and village chiefs with the District Party Committee Secretary, Chairman of the People's Council of Loc Ha district Nguyen The Hoan and Chairman of the District People's Committee Nguyen Viet Hung (November 2022), some opinions reflected that the two main inter-village traffic routes in Thach My commune, which are the road connecting Tan Phu - Phu My - Huu Ninh - Lien Giang villages and the road section in front of the gate of Thach My Primary School connecting District Road 45, were severely damaged, affecting travel, daily life, traffic safety, and the progress of building an advanced new-style rural commune of the commune...

Receiving feedback from village officials in Thach My commune, during the dialogue, the district leaders requested relevant departments and agencies to coordinate with local authorities to inspect, assess the situation, and develop a plan to fix it. As a result, both of these degraded roads were given priority funding (nearly 30 billion VND) for investment and upgrading.

The degraded inter-village road Tan Phu - Phu My - Huu Ninh - Lien Giang (Thach My commune) has just been approved for upgrading after a dialogue with the leaders of the Party Committee and government of Loc Ha district.

Recently, the third land conversion has been a "hot" issue, attracting the attention of all cadres, party members, and people of Tan Trung village (Tan Loc commune). Therefore, the Chairman of Tan Loc commune People's Committee also organized a focused dialogue (mid-August) to soon divide 90 hectares of rice fields to 350 households. During the dialogue, all issues of concern and worry of the people were considered, informed, discussed, and handled seriously, democratically, and responsibly.

Chairman of Tan Loc Commune People's Committee Nguyen Duy Doan shared: "What people are most concerned and worried about is the negative issues, the shady, unfair, and undemocratic issues. Therefore, I have directly had a dialogue to resolve questions and doubts, creating trust for people to take decisive and responsible action. Currently, the main tasks have been basically completed (relocating 641 graves, digging and filling 16 km of roads and 13 canals in the fields, destroying hundreds of small banks, leveling dozens of plots...), people are waiting for the lottery to receive the fields".

The leaders of Tan Loc commune Party Committee and government had a dialogue with the people about the third land conversion.

Recently (October 11), Secretary of the District Party Committee, Chairman of the People's Council of Loc Ha District Nguyen The Hoan also organized a dialogue with 180 cadres and women's union members in the area. In a democratic atmosphere, carrying many expectations, women frankly raised concerns about the limitations and shortcomings in: policies and conditions for women to participate in social work; vocational training, job creation, production support; health care, child rearing, gender equality, domestic violence...

The relevant observations were seriously received by the conference chair and leaders of departments and branches, fully informed and directed to be resolved according to authority.

Ms. Quach Thi Nhan - President of the Women's Union of Ho Do commune had a dialogue with the Secretary of the District Party Committee and Chairman of the People's Council of Loc Ha district about policies related to grassroots union officials and poor women.

From 2018 to now, the leaders of the Party Committee and district authorities in Loc Ha have organized 14 direct dialogues with union members, grassroots cadres, businesses, people... and received nearly 300 cases and suggestions. The leaders of the Party Committee and authorities of communes and towns have also organized dialogues with the people 2-3 times/commune/year and from 2018 to now, the grassroots have received nearly 1,700 cases and suggestions related to all areas of life, localities and units.

The most concerned issues in the dialogues are: supporting production development, building essential infrastructure systems, clearing land for key projects, "improving" the quality of NTM criteria, ensuring security and order, preventing social evils, limiting traffic accidents, policies for grassroots cadres, solving employment, ensuring social security... The cases and opinions raised in the district-level dialogues have been inspected, handled, and informed by departments and branches at 98%; and at the commune level at about 90%.

180 female cadres and members participated in a dialogue with the head of the Party Committee in Loc Ha to reflect on their concerns and propose their legitimate aspirations.

Secretary of the District Party Committee, Chairman of the People's Council of Loc Ha district Nguyen The Hoan affirmed: Loc Ha has seriously implemented Decision 657-QD/TU dated April 4, 2018 of the Provincial Party Committee on "Issuing regulations on direct contact and dialogue with heads of Party committees and authorities at all levels with people in Ha Tinh".

During the implementation process, Loc Ha has always focused on the content, form, regime, composition, and order; promoting the responsibility of Party committees, authorities, departments, branches, the Fatherland Front, and organizations in organizing dialogues and resolving post-dialogue issues; the effectiveness and impact of dialogues; drawing good lessons and valuable experiences for better organization...

The dike line connecting Ben En bridge (Hong Loc commune) to Cau Tru culvert (Ich Hau commune) has been surveyed for upgrading after a dialogue between village officials, officials and farmers' association with the leaders of Loc Ha district.

“Through the implementation of the dialogue regulations with the leaders, Loc Ha has improved the effectiveness of propaganda and dissemination of the Party and State's policies and laws to the people in order to promote the role of the people as the main subject in all matters. At the same time, it helps Party committees and authorities at all levels to grasp the grassroots situation and the aspirations of the people regarding outstanding issues in order to have solutions to overcome them.

In addition, strengthening dialogue also contributes to innovating the leadership methods of Party committees, the management and operation of authorities at all levels and better implementing the political tasks of localities and units" - Loc Ha District Party Secretary Nguyen The Hoan further affirmed.
