Head of the Finance and Planning Department of Cam Lo District, Le Anh Chuong, said that after the communes of Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy reviewed and specifically summarized the number of subjects and the time period for enjoying the regional allowance regime according to regulations, the total funding requirement to be paid from 2014 to 2023 at this time is nearly 7 billion VND. Based on the decision to allocate funding sources of the District People's Committee, in April 2025, the professional departments of these localities must urgently carry out procedures to promptly pay the regime to the subjects.

Talking to reporters of Quang Tri Newspaper after hearing the news that he was about to receive nearly 21 million VND of the "owed" regional allowance, teacher Tran Van Lan, Cam Nghia Primary and Secondary School, Cam Nghia Commune, excitedly shared, "I and 88 colleagues are very happy because we have a source to fully pay the regional allowance for nearly 9 years. As education officials in difficult areas, I and many retired officials, even those who have passed away in the school, have been waiting wearily to receive this amount of money. This may not be a huge amount of money, but it is a regulation of the State to help us cover our daily expenses. Through this, we are very grateful for the active participation of Quang Tri Newspaper with news and articles reflecting on the issue to urge local authorities to soon arrange funds to pay our allowances.

Chairman of Cam Lo District People's Committee Tran Anh Tuan said that the regional allowance regime is a policy of benefits, related to salary and social security according to regulations, so in recent times, the locality has been very interested in finding solutions to implement the payment. Based on the instructions of the Provincial People's Committee and the Department of Finance, the locality has arranged resources to pay all the remaining allowances for thousands of commune-level civil servants and education officials working in 5 communes in the area from 2014 to 2023. Hopefully, this will motivate the team of commune-level civil servants and education officials in difficult areas to strive to fulfill their tasks well in the new period.

Regarding the issue, previously, Quang Tri Newspaper published an article "Need to pay regional allowances soon for cadres and teachers in disadvantaged communes" reflecting hundreds of subjects who are civil servants and education officials in Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy communes who are eligible for regional allowances according to regulations since 2005. However, from 2014 to 2023, due to changes in the allowance coefficient according to decisions of the Ethnic Committee and the Prime Minister, some of the above communes have had their allowance coefficients reduced or adjusted.

By 2021, according to Decision No. 861/QD-TTg of the Prime Minister, Cam Lo district will no longer have a commune eligible for regional allowances. However, according to Official Dispatch No. 1719 of the Department of Home Affairs in December 2023, the regulations on regional allowances are not affected by Decision 861. This means that the above subjects will still receive allowances according to the old regulations.
