The Provincial Association of War Veterans continues to affirm its core and exemplary role in the movement "All people protect national security" in the locality.

Implementing the 2-level local government model from July 1, 2025, the Provincial Veterans Association has coordinated with local Party committees and authorities to quickly complete the apparatus and establish association organizations in 54 communes, wards, and special zones. The grassroots Veterans Associations have been reorganized synchronously, from the Executive Committee, Standing Committee, to the Inspection Committee, ensuring compliance with the new management model and the requirements of assigned political tasks.

In particular, the war veterans force continues to be the core in building and maintaining self-managed people's groups on security and order. Up to now, the whole province has 2,422 self-managed people's groups with war veterans as the core, with more than 8,000 war veterans' association members participating. This is an important force at the grassroots level in the work of propagating the law, maintaining order, preventing crime and social evils.

The Ba Che Commune Veterans Association held its first executive committee meeting for the 2022-2027 term (July 2025).

In Ba Che commune, after merging 4 communes of the old Ba Che district and a part of Hai Lang commune (old Tien Yen district), the Commune Veterans Association was consolidated with 38 branches, with a total of 707 members. The Association regularly maintains 38 self-managed security and order groups with veterans as the core, each group has 5-7 members. These groups regularly coordinate with the police force, residential groups, union members, and youth in patrolling, propagating the law, and maintaining security in the area.

Mr. Nguyen Van Cuong, Vice Chairman of the Vietnam Fatherland Front Committee, Chairman of the Veterans Association of Ba Che commune, shared:   The administrative boundary merger did not disrupt the association's activities. The self-governing people's security and order groups with veterans as the core continued to demonstrate clear effectiveness in maintaining security and order, contributing to stabilizing people's thoughts, especially during peak occasions such as Party congresses or important local political events.

In the Co To special zone, the model of People's Self-Managed Security and Order Groups with War Veterans as the core is still maintained with 3 groups in the old Co To town's neighborhoods, with a total of 24 War Veterans Association members participating. The groups closely coordinate with the police, military , border guards and mass organizations in the work of grasping the local situation, propagating the law, as well as promptly detecting and preventing violations of the law in the locality; propagating environmental sanitation.

The People's Self-Managed Security and Order Group, with War Veterans as the core, in Nam Tien area, Cam Binh ward (old), now Cam Pha ward, assigned team members to participate in the task of ensuring security and order on the streets in 2024.

Mr. Hoang Xuan Tu, Vice Chairman of the Vietnam Fatherland Front Committee, Chairman of the Association of War Veterans in Co To Special Zone, emphasized: War Veterans Association members are experienced and prestigious people, so they can easily approach and persuade people to comply with the law. The role of war veterans in self-management groups is irreplaceable, especially in island areas like Co To.

Implementing Resolution 04-NQ/TU of the Provincial Party Committee Standing Committee on strengthening security and order assurance in the 2021-2025 period, the Provincial Veterans Association has directed all levels of the association to actively propagate and mobilize people to raise legal awareness; coordinate with the police, military, Fatherland Front and organizations at all levels in the work of preventing drugs, prostitution, human trafficking and other social evils.

In addition, the Provincial Veterans Association also directed grassroots associations to maintain a force of veteran propagandists and reporters with practical experience and strong political will to participate in the people's self-management groups for security and order, making an important contribution to the fight against false information and sabotage tricks of hostile forces, protecting the ideological battlefield and people's trust in the Party and the government.

With a high sense of responsibility, the self-managed people's groups on security and order with war veterans as the core continue to affirm their role as a reliable support for the Party Committee, the government and the people in ensuring security and order at the grassroots level. The results achieved have shown the clear effectiveness of the model of self-managed people's groups on security and order with war veterans as the core, making an important contribution to building a solid people's security posture in the new situation.
